PURPOSE OF THE JOB
The Tel Aviv Green Line Light Rail Transit (LRT) is a major mass-transit infrastructure project developed by NTA - Metropolitan Mass Transit System Ltd. It will extend over approximately 39 km, connecting Rishon LeZion and Holon in the south, crossing central Tel Aviv, and reaching Herzliya in the north.
The Work Permit Engineer supports the Project Work Permit Leader in applying the Temporary Operations access-control and Work Permit processes. The role helps ensure that installation, testing, commissioning and corrective activities in controlled TO Zones are coordinated and authorized only with the required electrical, traffic, access and worksite configuration, preventing electrical, collision and co-activity hazards.
MAIN RESPONSIBILITIES
Support the Work Permit Leader and, within written delegation, authorize activities in Temporary Operation controlled zones; define work boundaries, co-activities, restrictions and prohibited actions; act as deputy when formally nominated.
Receive, pre-check, number and record Work Permit requests; verify the task, location, access route, dates, PIC, team, tools/equipment, supporting risk assessment/method statement and requested protections.
Support weekly and daily coordination; identify conflicts between works, tests, energization, isolations, train/RRV movements, technical-room access and other simultaneous activities.
Coordinate required interfaces with the EOL/EONP, TML/OCC and relevant teams; confirm linked Isolation Certificate/LOTO, Traffic Block or other prerequisite before permit activation.
Prepare permits for scheduling, issue, suspension, transfer and closure in accordance with the approved process and delegated authority; a scheduled permit is not authority to start work.
Maintain the live Work Permit register, access planning, status information and shift handover records, including active protections and outstanding restrictions.
Conduct or support Work Permit and access-control training and briefings for project participants; verify that nominated PICs are trained and authorized for the activity.
Stop or escalate any activity where conditions differ from the approved permit, a conflict exists, protection is unclear or required authority is missing.
Perform other duties assigned by the Work Permit Leader or Temporary Operation Manager, within the role holder's competence and written authorization.
MAIN REQUIRED COMPETENCIES
Educational Requirements
Mandatory:
One of the following: Engineering degree in a relevant technical discipline; or an Israeli-recognized Practical Engineer/Certified Technician qualification.
Successful project training, assessment and written authorization for the Work Permit function before independent duty.
Desirable:
Safety Officer qualification, railway-safety training, or relevant electrical-safety awareness training.
Additional training in risk assessment, LOTO awareness or Testing & Commissioning.
Experience
Mandatory:
Engineering graduates may be accepted with limited relevant experience. Practical Engineer/Certified Technician candidates must demonstrate high-level railway or industrial experience in work coordination, access control or Permit-to-Work.
Working knowledge of access control, site EHS, permit administration and operational interfaces.
Desirable:
Light-rail Temporary Operations, depot/mainline interface, traction-power, OCC or international project experience.
Competencies & Skills:
Strong coordination, organization and record control
Clear decision-making, escalation and stop-work discipline
Teamwork, communication and ability to act independently within delegation
Professional English; Hebrew sufficient for safe site coordination and controlled records
Availability for shifts and non-standard working hours
Ability to use Office tools and the project permit/register system
