PURPOSE OF THE JOB:
The Permits Manager is responsible for defining, structuring, coordinating and securing the entire process related to the preparation, submission and approval of administrative permits (IDR, IDP, PGD, PZI, PIO) required for a project, in compliance with the Serbian Law on Planning and Construction.
The role ensures that all permitting activities are properly integrated within the project execution, and that all required approvals are obtained in line with the project schedule.
MAIN RESPONSABILITIES
- Act as the internal and external reference point for all permitting matters
- Assess and confirm applicability of the Serbian Construction Law to the metro project context
- Define the full permitting process, including stages, inputs and outputs (IDR, IDP, PGD, PZI, PIO)
- Define and collect required technical inputs from all project stakeholders
- Ensure alignment of the permitting process with the overall project schedule
- Define scope of work and manage the Responsible Designer (RD) subcontractor
- Coordinate with Engineering teams (Turnkey, Signalling, Track, Power Supply, etc.) to ensure timely inputs
- Manage the full workflow of permit documentation production and obtain its approval
- Coordinate with Employer, Civil Works Contractor and authorities as required
- Ensure compliance of all submissions with applicable laws and project requirements
MAIN REQUIRED COMPETENCES:
- Advanced University Degree in Engineering or equivalent
- Minimum 15–20 years in permitting / infrastructure
- Strong experience with Serbian Planning and Construction Law
- Strong experience in permitting processes (design approvals, construction permits, etc.)
- Experience in railway or metro projects is a strong advantage
