POSITION OVERVIEW

Reporting to the Alstom UK Regional Centre Safety Manager the successful candidate will join a small team of other Safety Assurance Engineers responsible for the Engineering Safety Management of product introduction and application project / scheme delivery for Alstom D&IS

 

Each Principal Safety Assurance Engineer is responsible for a linked set of projects / schemes; this linkage may be based around a common technology type or a geographically common area.  In addition each will lead on maintaining product approval of a technology, such as Interlocking, Control Centres or ETCS/ERTMS.  The Principal Safety Assurance Engineer will perform the role of Safety Assurance Manager on large projects / schemes or product introductions in order to support our client’s requirements to meet Interoperability and Common Safety Method for Risk Evaluation and Assessment; Engineering Safety Management, Safety Assurance, Product Acceptance and Homologation are central to the Alstom way or working. 

Principal Safety Assurance Engineers ensure allocated Alstom SS&I projects and UK product introduction activities meet all necessary legislative and safety requirements and responsibilities.

 

RESPONSIBILITIES

Activities will involve the candidate in all aspects of Engineering Safety Management including:

  • Provide engineering safety assurance to large and complex application projects or product introductions as Safety Assurance Manager for the project
  • Manage the Safety Assurance activities and personnel for a series of Line of Route Projects, Technology Introduction or Discipline (such as Signalling (including Design), Interlockings, ETCS (Trackside or Train-borne) technology, Control Centres) on behalf of the UK Regional Centre Safety Manager
  • Practical Implementation of an Engineering Safety Management Lifecycle for product introduction and large or complex project applications’ compliance with the Common Safety Method for Risk Evaluation and Assessment and CENELEC Standards including
    • Development of Safety Plans
    • Project hazard analysis / Safety Risk Activities (including chairing Hazard Identification activities)
    • Hazard (Log/Record) Oversight, Mitigation and Closure
    • Development of safety cases / safety justification reports
  • Strategic planning and prioritisation of Safety Assurance activities in order to meet project and product approval deadlines, including the ability to respond effectively to change
  • Provision of advice on Safety Assurance to project teams in relation to issues that may prevent a project meeting its safety requirements for commissioning or achieving safety acceptance.  Such advice may arise from, attending project meetings, audits, Design Reviews and project stage and commissioning gate reviews
  • Engineering safety management liaison at all levels within DIS (especially Project Manager, Contractor’s Engineering Manager and Contractor’s Responsible Engineers) and externally with customer, appropriate Assessment Bodies (such as ISA, AsBo, DeBo and NoBo), other parts of Alstom globally, as well as subcontractors and suppliers
  • Preparation of Safety Assurance inputs for Tenders and Tender evaluation
  • Acting on behalf of the Alstom UK Regional Centre Safety Manager for project and product introduction activities
  • Acting with delegated authority from Alstom UK Regional Centre Safety Manager in all areas of integration, development and improvement of Safety Assurance processes, procedures and working practices
  • Generation and justification of regular Key Project Indicator updates for ‘On Time Delivery’ of Safety Assurance documentation and Hazard Log/Record Statistics for all areas of Alstom management organisation in the UK and abroad.
  • Development and mentorship of other members of the Safety Assurance Team
  • The candidate will be office based but expected to travel regularly to other Alstom office locations (in the UK and abroad) as well as project/site offices related to their project responsibilities in order to represent the UK Regional Centre Safety Manager and support project delivery and product introduction
  • To comply with, undertake and promote all relevant Environment, Health & Safety measures, responsibilities and activities.

 

POSTHOLDER REQUIREMENTS 

The candidate shall demonstrate the following capabilities:

Essential:

  • Understanding and practical application of conventional UK signalling application projects
  • Practical Railway industry experience in safety engineering or safety assurance and systems engineering
  • Practical understanding and application of the Common Safety Method for Risk Evaluation and Assessment and associated procedures and application
  • Practical understanding and application of the CENELEC Standards including BSEN50126/8/9 and associated procedures and application
  • Demonstrable ability and history of interfacing with the UK railway industry / safety leaders in a competent professional manner, whilst maintaining safety and commercial interests
  • Ability to work autonomously to timescales and prioritise work to meet deadlines

 

Desirable:

  • Recognised accreditation against the Common Safety Method for Risk Evaluation and Assessment
  • Understanding (and preferably practical application) of
    • Conventional Computer Based signalling and interlocking applications
    • ETCS/ERTMS in both trackside and train‑borne applications
    • Control Centre applications
  • Practical Railway industry experience in homologation
  • Experience in Safety or Software auditing
  • Manage and coordinate personal activities and those of others against conflicting timescales and priorities
  • Experience and practical application of Reliability Availability and Maintainability Modelling and Failure Recording and Corrective Action System
  • Good style of concise written arguments and report preparation
  • Attention to detail
  • Good interpersonal and communication skills (in written and spoken English)
  • Understanding and development of database related applications
  • Chartered Engineer Status (or equivalent)
  • Educated to Higher National Diploma or equivalent in Systems Engineering related subject with a Good pass in GCSE English and Mathematics (or equivalent)
