In this role you will coordinate the complete Bid Process for complex Rail projects. As a Bid and Manager, you will be responsible to deliver in time, in quality and with the appropriate internal approvals a most competitive offer to the final customer. The Bid Manager will have full responsibility in the bid preparation since the opportunity is handed over by the Sales Manager until the final bid is submitted to the customer.

Responsibilities 
Pretendering (when relevant):
•Co-ordinate internal activities to identify and understand Customer's needs
•Co-ordinate internal activities to influence Customer Specification
Ensure compliance with applicable Alstom rules & instructions
•Tender process 
Leads the bid team including Sub-system bid managers: 
•Structure and organize the bid team, oversees the production of cost benchmarks and manages cost optimization phases. 
•Determine the complexity of the tender based on reliable information using criticality matrix 
•Build and manage the bid schedule 
•Prepare the Tender Launch Workshop & issues the Instructions for Quotations (IFQ)
•Support Sales/Tender Leader in defining bid commercial strategy and ensure that bid strategy is understood by all stakeholders
•Manage the preparation of the One Review Document with optimal quality and in a timely manner
•Perform in collaboration with Sales/Tender leader Win No Go, Tender Review Meeting (TRM), Tender Transfer Meeting (TTM), Win Loss Analysis (WLA) and consolidation of inputs from Support functions
•Support Sales/Tender Leader with Customer interaction during tender phase (Q&A collection, administrative documentation etc)
Manage the tender budget according to Tender Costs Authorization Process via Wall-C & regular monitoring
Define the bid operational strategy
•Analyze in detail the request for proposal (RFP) and define the bid operational strategy (e.g. how gaps are addressed) taking into account the commercial strategy defined together with Sales / Tender Leader and Platform
•Obtain market & target prices
•Ensure Project Organization (PxO) is clearly defined and agreed with Platforms and Region
Propose the offered solution
•Ensure offered solution compliance versus Customer requirements and internal product strategy; Identify deviations
•Together with Sales /Tender leader ensure that our offer is optimized regarding customer’s evaluation matrix
Manage QCD optimization (in liaise with Bid Costing Manager if any) and obtain clear commitments from different actors 
•Identify and evaluate QCD gaps & manage the QCD review
•Ensure alignment of interfaces and allocate between actors the cost targets, contractual obligations
•Check, challenge and properly consolidate commitments from metiers
Prepare risks & opportunities reviews
Manage the preparation and review cycle of the proposal documentation necessary to submit to Customer 
Keep records of all documentation produced for tender preparation (RFP, Q&A, Presentations, letters, contract …) and traceability until contract signature 
Participate to the contract negotiations 
Attend Customer negotiation meetings 
Verify feasibility of evolutions requested versus the offered and approved reference
Update QCD data and obtain revised QCD commitments from different units, validate QCD commitment for each release of the tender
Ensure that all Customer questions have been answered, in line with commercial strategy
Review of the final contract documents before contract signature
Contribute to REX through the Win-Loss Analysis in liaison with Tender Leader 
Perform Handover of a won tender to Project manager

 

Qualifications:
Master’s degree or bachelor’s degree in engineering 
Working experience either in Project Management, Bids, Sales, Contracts & Legal, Engineering or IT.
Knowledge of using Microsoft Office is required.
Professional experience in the railway sector is considered a plus.
Desired competencies: customer orientation, communication, team leadership, planning, drive for results, flexibility and negotiation.
High capability to manage efficient team working to produce the tender deliverables within a limited time period and under stressful conditions
Basic knowledge of business financials.
Language skills required advanced/business fluent level of English and German.

 

The minimum salary for this position is € 4.000 / month (14 x) for full-time employment according to the collective bargaining agreement. Overpayment depends on relevant work experience and qualifications.
