Objectives

To deliver a winning bid, with a clear scope, with accurate QCD commitments, in a timely

manner and within the defined tender budget that will result in a clearly defined and profitable

contract.

 

Responsibilities

• Ensure that all the elements necessary for a proposal are delivered

            o Identify all stakeholders and participants involved in the RFP (Request For Proposal)

            o Write and submit proposal on a timely basis

            o Organize and schedule all activities required to support tender

• Define, lead, and manage the Tender Team

            o Assign clear and appropriate targets to the Tender Team members

            o Provide day to day leadership to Tender team

            o Identify and resolve all issues within the Tender Team

• Take overall responsibility for Tender Management Processes

            o Manage Tender Reviews Reporting and all validation steps

            o Make sure that proposal is reviewed and approved by appropriate stakeholders (Legal,

Center of Excellence management, etc…)

• Drive and make decisions for issues that impact at a tender level

• Closely support the Director Center of Excellence in his/her role as primary contact with the internal client

            o Support the Director Center of Excellence in negotiations by providing relevant, comprehensive and accurate information as required Detail share of work with selected partners

• Identify compliance/non-compliance of proposal versus customer requirements and product strategy

            o Review RFP in order to confirm that bid strategy remains appropriate

            o Ensure that standard solution is evaluated and applied to the bid as appropriate

            o Develop communication to client to highlight our standard product offer, identify

              impacts of customer requirements and alternative options

• Ensure that QCD commitments exist for all work-packages

            o Define list of work packages according to platform standard

            o Define what the QCD targets should be in order to create a winning proposal

            o Allocate all contractual obligations to work packages

• Manage convergence of all work-packages as an integrated whole to meet QCD commitment

            o Ensure that appropriate people from Product Lines, Support Functions and Regions are

                involved

• Highlight and anticipate all potential risks and identify savings and opportunities during tender

phase

            o Establish a viable plan to overcome main anticipated project risk/obstacles. Obtain

            appropriate guarantee for plan to ensure that it can be put into action

• Manage tender budget and deadline

            o Establish tender schedule and milestones

            o Prepare and propose budget for approval

            o Manage changes and slippages to schedule
