With Alstom being awarded a contract to supply the fleet of Intercity New Generation (ICNG) trains to the NS and the North/Southline in Amsterdam, Alstom Netherlands is a very successful team.

Alstom Transport BV is located in Utrecht and Ridderkerk. In Ridderkerk our service activities are concentrated on: maintenance, field service, renovation, modernization, integration of electrical installations, hybrid traction and the delivery of parts & repairs. The customer basis we service comprises the main Dutch operators like NS, RET, GVB, HTM as well as international customers.

The Alstom site in Utrecht specializes in the complete delivery and maintenance of signalling systems, aimed at safe and efficient transport of trains, metro’s and trams. Activities are conducted as engineering, testing and commissioning, maintenance and project management. Alstom has implemented main line signalling systems as ERTMS for the Betuwe route and urban systems as CBTC for the Amsterdam metro/North-South Line.


Overview :

As a Project Engineering Manager you take the initiative in designing highly advanced train technical systems. In addition, you are ultimately responsible for the design and for the results based on pre-formulated functional requirements. To achieve those results, you lead a team of technicians with different disciplines. You pay attention to the budget, quality, planning, process monitoring and external factors such as legal (safety) regulations, standards and inspection requirements. That makes it a position for experienced professionals with a passion for trains and technology.


Mission :

  • Leading the technical aspects of a "quotation process" and / or "project".
  • Technical representative of the project, with regard to the customer.
  • Specifies and validates, together with his team of specialists, the project solution and thereby checks the technical consistency through strong interface management for quality, costs and delay (QCD).


Responsibilities :

  • The organization of the engineering activities in a project or sub-project according to established Quality / Cost / Delivery (QCD) agreements. A reliable OnTimeDelivery (OTD) is an important KPI for the engineering products:
    • Building and analyzing, in collaboration with the Project Architect, the project requirements database (PRD) and assigning requirements to the System Program Manager (SPM), the Project Industrialization Manager (PrIDM) and the Project Engineering team.
    • Acting as chairman of the Project Change Control Board (CCB).
    • Has responsibility for project design and application engineering activities.
    • Supervising verification and validation activities.
    • Is responsible for the QCD of Engineering Work Packages.
    • Delivers the BOM (Bill Of Materials).
  • The Project Engineering Manager is responsible for the complete verification & validation of a project solution. The activity is aimed at making the customer requirements demonstrable and managing the project solution.
  • Leading the technical contractual scope of the project:
    • The responsibility for the client's acceptance of the project solution.
    • The management of the technical risks of the project and the associated risk management plan.
    • Managing contractual changes by drafting change proposals and managing these changes
    • together with the Project Manager.
    • Validate the technical design choices with the peers and development departments.
    • Integrating the applicable standards and regulations into the design of the project solution.
  • Verification of the Project Safety Case and related products.
  • Functional management of the project engineering team by:
    • Assigning tasks to the project engineering team and following up and planning of the engineering activities.
    • Defining the project engineering team organization according to the project phases and as defined in the Engineering Management Plan. This in collaboration with the Domain / Metier Leaders and RC Project Engineering Metier / Domain Department Heads.
    • Implementing the engineering process to be applied, the working methods and the tools for the project.
    • Management of and participation in the evaluation of the project engineering team. Also supporting the assessment of the teams involved in project engineering activities, including those of another Regional Center.
    • Providing and sharing the Environment, Health and Safety (EHS) rules to the project engineering team. Get the input from the project manager PM / project EHS manager / coordinator or Regional Center EHS manager for application in the project.
  • Management of interface with the project engineering team by:
    • The distribution and management of all technical documents to the project core team members for industrialization, sourcing, installation, testing and commissioning (the product BOQ, architecture diagrams, ...).
    • Resolving technical issues detected by various members of the project core team.
    • Coordinating actions to support the solution of current technical problems in the project maintenance phase and the project warranty phase. This according to the requirements of the project warranty manager (PrWM).
    • Support of Project Quality & Safety Manager (PrQSM) to consolidate the REX of the project and the reliability growth.
    • Support RC Project Engineering Domain / Metiers Department Head to define / implement knowledge capitalization.


Desired Skills & Experience:


Education :

  • Bachelor Education (ing.) or Master degree (ir.) in technical related study (e.g. Electronics).


Work experience :

  • Minimum 3-5 years of experience in comparable position.
  • Experience with project management.
  • Experience with working with multifunctional teams.
  • Preferred previous experience in the rail industry.


Competencies :

  • Engineering Profile.
  • Knowledge of engineering tasks.


Language :

  • Dutch, fluent in English, French desirable.


Examples of recent projects :

  • Pilot project of automatic train operation in the Netherlands on the Betuweroute.
  • Program Signalling Replacement, replacement project Electronic Interlocking ProRail.
  • Introduction of the CBTC signalling installation for the Amsterdam Metro, for the existing metro network and for the new North-South line.
  • ERTMS update projects on Betuweroute and Hanzelijn.
