Objective

  • Alstom is seeking a Deputy Project Engineering Manager to work on Communication-Based Train Control (CBTC) projects. The individual should have a technical background with CBTC solutions, as well as a strong Configuration Management and Change Control background. Familiarity with other solutions including Computer-Based Interlocking (CBI) solutions and Automatic Train Supervision (ATS) and Integrated Control Center (ICC) solutions is desired. 
  • In addition, the individual should also be familiar with Project Engineering Management principles and qualities, such as Technical Leadership, Scope Management, Risk Management, Requirements Management, Planning and Scheduling, and System Deployment.

 

Performance Measurement

  • Project QCDP (quality, cost, delivery and performance)
  • Key Project Indicators (KPI) tracking covering Configuration Management and Change Control

 

Responsibilities

  • Management of Project Configuration and Change Control
    • Act as the Project Configuration Owner, in support of the project's overall Project Engineering Manager (PrEM), and supported by the project's Configuration and Change Control Manager
    • Lead Internal and External Change Control Boards (CCB)
    • Build list of Change Requests (CR) and identify attributes
    • Understand technical details of the Change Requests and assign the solution to a baseline to be implemented
    • Make sure Change Control Boards decisions are technically accurate and follow the process
    • Confirm resources are available to schedule a Change Request at a specific time
    • Take into account baseline content, scope creep, and descope
    • Work with subsystem leaders for assignment and completion of Change Requests
    • Forecast scope for each upcoming baseline and negotiate which Change Requests will be covered or moved to another baseline
    • KPIs for baseline status – specific for customer
    • Prepare minutes of meeting for internal and external Change Control Boards
    • Baseline planning – and authoring the system delivery sheet – define scope of the baseline and update delivery sheet accordingly
    • Participate in configuration review, configuration verification
    • Ensure consistency with test reports, procedures, and work with transmittals and letter log
    • Work with System Architect and Application Leader to determine correct version of their documents 
    • Correcting Change Requests for team members, reassign Change Requests to the correct subsystem or product, correct severity and priority of Change Requests; Confirm the team completes their to do lists – on a weekly basis
    • Managing the customer issues list and determining which should be Change Requests

 

  • Support the project's overall PrEM in the following responsibilities:
    • Manage the technical contractual scope of the project:
    • Manage the project solution, meaning the customization and parameterization of the generic solution to meet Quality, Cost, Delivery and Performance (QCDP) commitments
    • Complete validation of the Project Solution
    • Manage the interface with the project core team   

 

Educational Requirements

BS Degree in Engineering or related technical discipline

 

Experience/Requirements

  • It is required at least 5 years of experience working on signaling projects in a technical position. The Deputy Project Engineering Manager at this level works in support of the overall PrEM on all project execution activities.
  • Minimum Requirements
    • 5 years’ or more experience in Rail Signaling industry
    • 2 years’ or more experience with CBTC signaling solutions
    • 2 years’ or more experience with Configuration Management and Change Control
  • Additional Experience Desired:
    • 2 years’ or more experience in Project Engineering Management
    • 2 years’ or more experience with Computer Based Interlocking (CBI) solutions
    • 2 years’ or more experience with Automatic Train Supervision (ATS) and Integrated Control Center (ICC) solutions
