Alstom is seeking a Taction Design Manager responsible for leading the ELEctrification design, including Overhead Cantenary System (OCS) and Power Supply (POS) design.


Purpose of the Job

  • On-time Design submission by his operational team,
  • Lead establishment and Review basic and detailed design documents for ELEctrification
  • Technical Interface Management with internal and external stakeholders
  • Technical management of suppliers and subcontractors
  • Signing off all ELEctrification design submissions,
  • Provide support on ELEctrification topics to System Engineering team


The design team is composed of an on-shore part, located in Canada, and an off-shore part, located in St-Ouen, France.


Organisation Reporting

The position reports hierarchically to the Head of ELEctrification


Network & Links

The candidate will liaise with:

  • Engineering: OCS and POS Design teams, Central Engineering and Transverse Engineering team
  • Project: ELEctrification, OCS and POS management teams,
  • Site: Construction management team,
  • Customer, Consultants, External stakeholders,
  • O&M, Civil Works and Track works partners,
  • Interfacing sub-systems (Rolling Stock, Trackwork, Signalling, Civil works)
  • Regional Centers. 


Performance Measurement/KPI’s

The “ELEctrification Traction Design Manager” work will be evaluated according to:

  • The following points for the documentation produced by his team:
    • On-time delivering: 100%,
    • Compliance to Engineering Work Package: 100%,
    • Respect of Design For Quality (DFQ) milestones: 100% Go On Time, in accordance with the standards or rules of his Metier,
    • Respect of performances of the system provided: 100%.
  • The quality of the works performed.



Accountable for:

  • Respect of Engineering Management Plan and Design Quality Plan,
  • ELEctrification global performances,
  • Requirement development, coming from reference and applicable documents from Metiers, Standards, local practices, Certification, Safety, Platform and Customer, and for transverse requirement allocations to the various subsystems in close collaboration with the relevant specialists,
  • Respect of normative references and local standards rules,
  • Integration of Reliability, Availability, Maintainability, Safety (RAMS) requirements,
  • Operational analysis definition and validation by the Customer and/or his Consultant,
  • Functional analysis and specification,
  • Consistency and compatibility between all the sub-systems specifications,
  • Efficiency of the transversal studies related to ELEctrification (CEM, Earthing & Bonding…),
  • Applicable configuration and deliverables list.

Responsible for:

  • Technical interface with Customer,
  • On-shore and Off-shore Design team management and coordination, including POS design Manager and OCS Design Manager
  • Preparation of Design Reviews, especially for Gate Reviews,
  • Management of all correspondences (letters, minutes of meetings, submittals…) related to ELEctrification design activities,
  • Definition and review of components technical criteria and management of technical evaluation of suppliers,
  • Factory Acceptance Tests (FAT) procedures and technical lead during FAT,
  • Bill of Quantities (BOQ) management,
  • Collect the REX (Return of Experience) coming from the Regional Centers
  • Arbitration on architecture definition between the subsystems to reach the best compromise for the ELEctrification design,
  • Review and getting approval of design deliverables, reply to comments if any.


Knowledge & Experience

  • Graduate from any Engineering school in mechanical systems,
  • Should be Professional Engineer as per Canadian regulations,
  • A minimum of 10 years of direct experience in management of design of rail electrification projects,
  • Strong experience with the OCS and the Traction Power Substation equipment,
  • Strong understanding of the design, construction and maintenance of all Traction Power related systems,
  • Experience in the oversight of equipment control circuitry, protective relaying, applicable Electrical Codes (EN, NEC, NESC), SCADA RTU systems, auxiliary power systems and grounding/bonding; and
  • Demonstrated experience in project coordination, technical design oversight, planning and scheduling, maintenance, construction and operations, and standard operating procedures.
  • A minimum of three-four years of experience in multicultural team management,
  • A minimum of four-five years of experience in 25kV brownfield Railway Project/s,
  • Strong knowledge of Canada standards and common practices,
  • Autonomy, motivated, initiative, and interested in innovative technical topics,
  • Fluent in English, second language appreciated.

  • Up to twenty people (operational management).
