Alstom is seeking a Track Access Manager.  This individual will be responsible to lead the construction activities of the Project in accordance with the Project's governing methodologies.

 

Responsibilities

 

  • Represent Alstom at all access review, access planning, whiteboard, deconfliction and production meetings as required;
  • Attend pre construction access meetings
  • Develop an overall track access strategy that is derived from schedule-defined activities and safety requirements;
  • Ensure that all short and long-term track access requests are submitted in order to meet the Project’s requirements;
  • Ensure that working limits are requested through the Metrolinx Network Access Planning Tool (NAPT) system;
  • Liaise with internal stakeholders to deconflict and maximise available track access;
  • Review all work content with the sub-system teams and the client to ensure the access plan and requested track protection is fully understood and suitable for the task;
  • Support the Logistics Manager scheduling engineering trains and on track plant during revenue service;
  • Ensure that all access requirements are planned and delivered in accordance with all Canadian Rail Operating Rules (CROR);
  • Develop and maintain relationships with Alstom and Metrolinx, as well as third party planning teams;
  • Undertake the role in a manner that is consistent with and reinforces company standards;
  • Identify and communicate interface risks and opportunities;
  • Ensure all sub-contractors’ safe system of work packs are compliant and meet Alstom’s standards;
  • Assume responsibility and accountability as the project’s Adjacent Track Open (ATO) process planner, planning all ATO activity in line with Metrolinx mandatory standards and communicate the ATO plan accurately and in a timely manner to those responsible for its delivery;
  • Provide training, as-needed, to the various sub-systems for development of Rail Corridor Access Requests (RCARs), work method statement documentations, etc.
  • Ensure all prerequisite documents that required to begin any site work are fully approved 
  • Ensure that staffing needs are accurately identified and align with the Project’s needs;
  • Contribute to the performance, development and success of the regional planning teams to promote a cohesive and high performing team;
  • Work with the Permits, Lands, and Access Agreements, to ensure that all track access points are agreed to with Metrolinx;
  • Develop, maintain and contribute KPIs to the weekly Managers’ report;
  • Create and maintain Contractor cost trackers;
  • Attend and represent project team on all short-term meetings T-1, T-3, T-7;
  • Verify and sign flagging/maintainer time cards and approve invoices;
  • Create and maintain Major Closure summary packs.

 

 

Experience:

Mandatory:

  • University Degree
  • 10+ years of progressive work experience
  • Understanding of planning process
  • Thorough understanding of Metrolinx Network Access Planning Standards (NAPS)
  • Understanding and experience of T- process and associated meetings
  • Knowledge of risk assessment process
  • Good working knowledge of geographical railway infrastructure
  • In-depth knowledge of group & line standards
  • Commercial awareness
  • Knowledge of HSE requirements

 

Desirable:

  • Appreciation of design & installation
  • Understanding of engineering trains and its uses
  • Canadian Rail Operating Rules (CROR) certification
