Objective

To fulfill an ICC (Integrated Control Center) System Leader mandate within the context of different ICC Projects which typically deliver one ICC System consisting of at least one ICONIS Product and at least one of the following subsystems: SCADA (Supervisory Control And Data Acquisition), ATS (Automated Train Supervision) and MSM (Maintenance and Security Management).  

 

It is important to mention that the System Leader combines a leadership role with a technical one, mainly because they are the technical leader of the System Engineering Team and at the same time, the owner of the System documentation, responsible of the cohesion between the System level and the Subsystem level. In a first phase, the ICC System Leader will participate in detailed specification definition on the RER Project. In a second phase, the mandate will be to perform a complete ICC System Leader role in subsequent phases of RER project or on other ICC Projects, as described below.  

 

Responsibilities

System Team technical leader

  • Technically lead the system engineering team
  • Coordinate the system engineering activities 
  • Allocate tasks and ensure system engineering activities follow-up

 

Overall, the team should

  • Design system solution in line with project needs
  • Identify project gaps and evolution path for solutions
  • Discuss system solution with the customer
  • Manage system solution throughout project execution
  • Control internal and external interfaces
  • Ensure solution components are developed properly
  • Define application rules and engineering process
  • Determine system migration and deployment strategy
  • Integrate solution components into functional system

 

System specifications and architecture design

  • Write System specifications (requirements) and Operational context description
  • Update design documentation based on internal (peer) reviews or customer comments
  • Update and clarify the specifications (requirements) during the design, development, and mock-up presentation phases
  • Ensure the system Architecture and design complies with the RAM, Safety and Cybersecurity requirements

 

System integration

  • Review technical procedures defining the integration of System, Subsystems and external interfaces
  • Follow-up and provide advice on all the integration activities between the System the Subsystems and external interfaces  

 

System validation

  • Provide advice on all the validation activities at System level, dispatch identified anomalies to Subsystems if necessary
  • Ensure that the System complies with all the System requirements and the original customer contract as well as with any other implicit requirements resulting thereof  
  • Support Requirements Traceability, starting from the System level, to subsystems and to external interfaces

 

System Group Manager

  • Define and implement engineering vision (team profile and skills, discipline evolutions in terms of technology, department competitiveness, etc.)
  • Set clear team goals, delegate task and set deadlines
  • Provide support to team project/program execution
  • Promote Alstom values to his/her team
  • Continuously motivate, encourage, evaluate and recognize, train and develop resources, in cooperation with HR, as per approved performance evaluation process and targets
  • Recognize high performance and reward accomplishments
  • Develop the growth of World Class Engineering (WCE) Experts
  • Secure the Alstom Communication process with the team
  • Be accountable of Process, Methods and Tools deployment in his/her scope, and contribute to their improvement
  • Foster the collection and sharing of REX from project/program execution
  • Review workload forecasts and capacity, leveraging on subcontracting & business strategies as well as footprint objectives, and staff adequately Projects/Bids and Programs
  • Participate to tender Design Reviews and Documentation Reviews as per tender strategy and relevance
  • Commit in Project/Program/Tender Quality Cost Delivery (QCD) related to its Métier/domain

 

Performance management

  • Staffing: Total Capacity versus Workload, analysis and action plan, this in line with budget targets.
  • Meet all the Project QCDP (Quality, Cost, Delivery Performance) indicators
  • Receive customer approval for all the created/updated Project Specification-, Design- and Integration and Validation-related documents
  • Métiers Key Performance Indicators (KPI) 
  • Team maturity level and polyvalence
  • Achievement of Competitiveness Targets concerning Reference Library of métier/domain

 

Educational Requirements

Bachelor’s degree in electrical engineering, Automation, or equivalent

Member of Professional Engineers of Ontario (PEO) is an asset

 

Technical Knowledge / Experience

5-year experience in Railway industry

5-year experience in System Engineering (System Requirements, System Architecture, System Integration)

Experience with large Control Center Systems (Energy, Pipeline and similar) and their typical integration challenges is an asset

Exposure to at least one ICONIS Product (ATS CF, ATS CT, S2K-AGUI, S2K-UHMI) is an asset

 

Behavioural and Technical  Skills / Competencies

Strong relationship building and interpersonal skills

Excellent oral and written communication skills in English, as well as excellent presentation skills

Skills in French is an asset

Ability to understand and to write User Stories (Operational scenarios)

Ability of technical decision making, sound judgment, assertiveness, problem solving

Experience with Windows and Windows server.

Experience with MS Office (Word, Excel, PowerPoint, Project)

Knowledge of configuration management tools (Clearcase, Perforce)

Knowledge of VM Ware, SQL server basics

Knowledge of distributed systems

Knowledge of network principles

Knowledge of CyberSecurity principles

Knowledge of Safety principles

Knowledge of Agile principles
