Your future role

The Senior Wayside Civil Manager - Signalling is responsible for leading the strategic planning, development, and execution of the civil installation activities related to signalling scope across multiple target price bundles. This role ensures consistent application of the civil pricing and standards, oversees RFQ processes up to Notice to Proceed (NTP), and manages civil subcontractors works for the ECTS L2 deployment.

The role provides senior technical, commercial, and operational leadership across multiple corridors or construction packages, ensuring civil works are delivered safely, compliantly, within budget, and in full support of signalling installation.

The position plays a key role in aligning installation execution with business, technical, and financial objectives under the direction of Wayside Installation and Field Operations Director.

 

We’ll look to you for:

  • Lead and manage the development of multiples civil target price bundles for signalling installation scope.
  • Civil Construction Delivery – Signalling‑Led, accountable for civil works enabling ETCS L2 wayside systems, including:
    • Bungalow (Technical room) foundations
    • Cable containment systems (ducts, troughing, manholes, handholes, undertrack crossings)
    • Foundations for signalling and radio infrastructure
  • Civil Authority Role Across Multiple Work Packages
  • Act as signalling civil authority across multiple corridors or bundles and provide escalation support for complex civil‑signalling interface issues.
  • Ensure civil works standardization of:
    • Construction methodologies
    • Quality criteria and tolerances
    • Environmental and permitting execution
  • Being the main point of contact for civils RFQ & Procurement – Technical and Cost Evaluation
  • Provide senior civil/signalling input to RFQ scope development.
  • Lead or support technical evaluation of subcontractor quotations, including:
    • Compliance with signalling‑driven civil requirements
    • Construction methodology and sequencing
    • Environmental, geotechnical, and permit assumptions
  • Perform cost and risk assessment of bids by:
    • Challenging quantities, productivity, and pricing assumptions
    • Identifying cost and schedule risks related to ground conditions and access
  • Subcontractor & Contract Management, manage civil subcontractors from mobilisation to completion.
  • Ensure subcontractor compliance with:
    • Contractual obligations
    • Signalling technical requirements
    • HSE and environmental standards
  • Lead change management, variation assessment, and progress certification in coordination with Commercial teams.
  • Permits, Environmental & Authorities Interface, responsible for planning and execution of civil works under:
    • Metrolinx (MX) permit regimes
    • Municipal permits and approvals
  • Manage environmental aspects including:
    • Soil and ground disturbance
    • Noise, vibration, air quality, and water runoff
  • Safety, Quality & Compliance and Enforce Alstom Zero Deviation Plan (AZDP) and Quality policies.
  • Ensure construction records and as‑built data support:
  • Ensure compliance with EHS policies, technical standards, and quality benchmarks.
  • Review and approve civil installation plans, procedures, and Work Method Statements (WMS).
  • Drive continuous improvement initiatives and process optimization.
  • Responsible to review and identify requirements related to civil work within signalling scope.
  • Collaborate with Bid team, Finance, Engineering, and Project Controls to optimize pricing strategies.
  • Identify process inefficiencies and lead improvement initiatives.
  • Contribute to the evolution of installation best practices and tools.

 

All about you

  • Engineering degree in civil, or related field.
  • Minimum 15 years of railway experience in civil and signalling installation.
  • Strong understanding of target pricing and cost control methodologies.
  • Proven leadership experience managing multi-disciplinary teams.
  • Excellent interpersonal, negotiation, and stakeholder engagement skills.
  • Railway Safety and Site EHS certifications (preferred).
  • Knowledge of railway products and services across various market segments (Urban, Mainline, F&M).
  • Experience in cost and planning control within civil site management.
  • Innovative mindset with a focus on continuous improvement.

Compensation

The expected compensation for this role is $115,000 – $150,000 CAD per year, plus benefits and eligibility for an annual performance bonus. Final compensation will be based on skills, experience, and internal equity.
