The GO Expansion scope : new electric locomotives, fleet upgrades, train control systems, network electrification, signalling, telecommunications and digital systems, maintenance, and much more.

Purpose of the Job 

  • The Risk Manager is responsible for the activities related to Risk Management in the GO Expansion organization
  • Support the Project Director, and the Project Team on these aspects.
  • Ensure that the risks of the Project are managed in an efficient and pro-active manner
  • Write and implement the risk management plan
  • Interface with partners and customer related to Risk management

  • Member of Go Expansion Project Team


Organisational Reporting

  • Hierarchical link to Deputy Project Director


Network & Links (Stakeholders)

  • Project director and Project Manager of Sub-Systems
  • Any Team member involved in risk management
  • Customer and in particular the customer’s risk manager
  • Partners’ risk management organization



  • Co-ordinate and manage the Project Risk Management activities.
  • Promote risk awareness in the Project team, and participating entities.
  • Ensure sound evaluation and management of Project contingencies and savings.




Risk Management Policy and Procedures:

  • Define and implement an appropriate Project Risk Management Plan.
  • Ensure that Project members are trained at an appropriate level in the discipline of Risk


Risk Identification and Assessment:

  • Act as a support to Project Team for the identification and the assessment of risks, and the Implementation and follow-up of mitigation actions.
  • Act as leader on risk identification ‘brainstorming’ sessions.
  • Propose risk owners within the Project for approval by the Project Manager.
  • Evaluate each identified risk in collaboration with the risk owners.


Risk Mitigation and Monitoring:

  • Act as a support to risk owners for the definition, the implementation and the follow-up of mitigation actions.
  • Ensure that the approved risk mitigation actions are integrated into the main Project schedule and budget, by linking with the project schedule and cost control team.
  • Monitor progress on risks and risk mitigation actions.


Risk Reporting:

  • Create and maintain consolidated Risk Register.
  • Produce regular Risk Assessment Reports.


Educational Requirements

  • Engineering degree if the candidate has a proven experience in risk management or contract management


Desired Knowledge / Experience

  • At least 10 years’ experience in a Risk Management related role 
    At least 5 years’ experience in a civil infrastructure / construction project context and/or a program management / project controls environment
  • Experience in contract management is a plus
  • Relevant Risk Management qualification from a recognized Institution is a plus 


Behavioural Skills / Competencies

  • Team player with the capacity to lead a group on risk activities
  • Strong written and oral communication skills (loads of interaction with the partners and the customer)
  • Problem-solving ability and comfort working with minimal supervision 
  • Demonstrable experience of reasoned decision-making in high pressure and paced environments 
  • Ability to engage and influence a wide variety of Project / Program resources – including but not limited to, Engineers, Project Controls Professionals, Project Managers, Client Leaders and External Stakeholders


Technical Skills & Competencies

  • Fundamentals of project costs management
  • Knowledge of the Project Risk Management procedures:
  • Risk Identification and Assessment
  • Risk Mitigation and Monitoring
  • Risk Reporting
  • Ability to navigate in large EPC contract
  • Monte Carlo methods and implementation
  • Excellent MS Office skills – Excel, Word, Powerpoint 
  • Detailed experience using industry standard software packages and applications – Active Risk Manager (ARM), Primavera Risk Analyser (PRA), @Risk
  • Demonstrable technical risk management acumen – including the building and running of detailed quantitative cost and schedule risk models and the interpretation of analysis results 
  • Excellent writing skills with experience authoring technical risk management documentation – processes, procedures, plans and policies 
  • APM/IRM risk certified is a plus
