The GO Expansion scope: new electric locomotives, fleet upgrades, train control systems, network electrification, signalling, telecommunications and digital systems, maintenance, and much more.

 

Objective

As a well seasoned manager with extensive experience leading teams for the commissioning of large scale railway projects, you will be accountable and responsible for the management & successful completion of Testing & Commissionning (T&C) activities in the field as well as the management of the T&C Work Package and leading the field commissioning teams. With the support of the commissioning managers, the T&C Group Manager has a role of planning, managing, leading, coordination & integration for the T&C activities on site and is considered the leading Testing Authority on site. When required, the T&C Manager shall manage and support physically on site the execution of testing and commissioning activities in a Brownfield environment where the various testing activities will take place during the day or during non-revenue hours (Nights and Weekends) as deemed necessary to achieve project milestones. He/She is also responsible for ensuring the alignment of the various T&C procedures with the applicable system and subsystem specifications documents, customer requirements, project strategy & company policies (including EHS, railway safety, local regulation and professional standards).

 

Main Responsibilities

  • Owns and manages the overal T&C Work Package, resource availability and deliverables
  • Deploys T&C processes, tools, methods, templates and structure to ensure good T&C records are maintained on the project
  • Identifies savings through Risk mitigation and Opportunities management
  • Deploys T&C processes in the field and ensures it is applied by the T&C team within the project.
  • Leads the team and ensures execution of activities in a brown field project without impacting revenue operations.
  • Defines together with the planners and System/Engineering teams the T&C testing strategy and activities.
  • Evaluates and validates the scope of testing in the field to ensure alignment with the Project Road Map
  • Identifies and communicates gaps/risks in overall testing strategy to Project Team and/or Customer as required
  • Oversees T&C procedures and method statements preparation/approval in coordination with all stakeholders
  • Leads the prioritization/coordination of T&C testing activities through weekly meetings with own team and stakeholders
  • Ensures that safety/EHS restrictions are enforced and respected for tests to be carried out
  • Manages & Oversees the capture of test configuration on-site.
  • Manages the submittal and acceptance of all T&C documentation 
  • Supports the team and applies expertise to troubleshoot T&C technical issues.
  • Leads anomalies follow-up and interfaces with engineering team towards their resolution.
  • Oversees and Leads the validation of Change Requests implementation in the field.
  • Interacts with Engineering, Safety and Verification & Validation Sub-System leaders for optimizing site testing.
  • Reports to senior management through summary reports and KPIs the progress of activities on a weekly basis
  • Leads and/or attends technical meetings with the customer to represent T&C and protect Alstom interests
  • Alerts or escalates to Project Management and superiors of any risk or issues identified prior or during the testing activities
  • Pro-actively assists managing internal interfaces with project engineering, installation and external technical interfaces with Partners, Third Parties and Customers for T&C activities.
  • Identifies resource and training needs and ensures the team is staffed and adequately competent
  • Conducts performance reviews of the T&C team in accordance with company policies and project expectations
  • Identifies, implements and supports performance improvement plans with assistance from the Human Resources team
  • During absence of Department Head (T&C Canada); may act as delegate for key meetings and support.
  • Issues the REX on T&C activities, and proposes update/improvement to the T&C processes/tools and Reference Library
  • Agree and implement with the support of the Department Head and peer domain leaders the department guidelines (training strategies, competencies, growth plans, etc.)

 

 

Education & Experience

  • Bachelor's Degree in Engineering/Technology (electrical/computer/networking) or Equivalent
  • At least 10 years of direct experience in commissioning large scale Railway Signaling projects.
  • Must have at least 5 years of experience in a managerial/leadership role with direct reports (V&V, T&C or Site Integration)
  • Strong management and people skills
  • Strong experience with hiring/recruiting processes
  • Strong knowledge and experience with testing and commissioning in a Brownfield environment.
  • Good understanding of system development process.
  • Knowledge of Alstom Products considered an asset
  • Working knowledge of Canadian Rail Operating Rules (CROR) considered a strong asset
  • P. Eng or ability to obtain P. Eng in Ontario
  • PMP certification considered an asset

  • Adheres to the use of PPE as defined by the Project EHS plan, Alstom rules, and customer Safety requirements
  • Fluent in English

 

Travel Requirements: Ability to travel occasionally within Canada or to the USA for meetings with management, training or site support.
