Purpose of the Job

  • Drives and coordinates all aspect of Project Controls for the Electrification subsystem

 

Project Controls Accountabilities

  • Coordinate the Target Price/Bundles preparation, including deliverables submission, being the interface between Electrification subsystem (Design, Procurement, Field Operation) and Bid&costing teams
  • Should demonstrate Susbsytem competitiveness to any internal and external Stakeholders
  • Lead the subcontractor and supplier management, coordinating all internal (Procurement, Contract Management, Engineering, Finance, Legal...etc) and external stakeholders (Metrolinx, suppliers, subcontractors) into a global plan that meet Electrification subsystem delivery targets
  • Responsible of making sure all internal and external Electrification subsystem costs are fully back charged to Client, 
  • Reponsible of the correct cost and ressources allocation in the Client submitted schedule,
  • Responsible of cost Subsystem cost and progress reporting to Client
  • Support the Bundle bid manager in challenging internal stakeholders to find ways to meet the price to win.
  • Assist in the overall tender process as required.
  • Directly support the continuous improvement of tendering performance through simplification, use of new techniques,approaches & modelling, data driven analysis to drive better pricing outcomes.


Performance Measurement

  • 100% Electrification cost occured back charged to Customer as per forecast
  • Suppliers and subcontractors on-boarded as per Baseline schedule 
  • Achievement of On-time Target price submission.
  • Adherence to Cost and ressources spent as per Baseline schedule.
  • Adherence to Baseline Cash curve

 

Reporting 

This position will report to the Head of Electrification.

This position will have 1 to 3 direct reports.


Educational Requirements

  • Mandatory: Degree qualified in a discipline with a high mathematical content or an equivalent Engineering qualification


Experience

  • Mandatory: 7-10 years of experience in fulfilling the ‘Estimator/Cost Manager’ or "Contract manager/Commercial manager" role with success in either project execution or bid execution.

 

Competencies & Skills

  • Can easily switch from bottom-up costing to top-down costing.
  • Proficient commercial management of external parties (Client, subcontractors, suppliers).
  • Proficient internal stakeholders management.
  • Highly proficient in Excel, comfortable in using large datasets and advanced formulas.
  • Ability to work under pressure and to deadlines.
  • Ability to organise and prioritise workload effectively.
  • Good communication skills.
  • Team player.
  • Excellent problem solving and decision-making abilities.
  • Data analysis and statistical skills.

 

Desirable

  • Infrastructures or Civil background and understanding of Railway industry products and systems.
  • General engineering background.
  • Knowledge of key elements of a tender process and key cost drivers.
  • Previsously managed long-term commercial relationship with installation subcontractors
  • Experience of  Actual costs/Target price contract and/or Alliance contract
