As part of the ONxpress consortium, Alstom is proudly working to transform the collective mobility of the Greater Toronto and Hamilton areas (GTHA) through the On-Corridor Works project, and we are hiring for hundreds of roles. The GO Expansion scope: new electric locomotives, fleet upgrades, train control systems, network electrification, signalling, telecommunications and digital systems, maintenance, and much more.

 

Purpose of the job:

  • Scouting and Subcontractors assessment (RFI, QIA, quality & EHS audit…)
  • Market assessment and analysis (best practices, market way of working/usage, competition…)
  • Contribute to the Installation costing development and maturity during the Tender phase and to the target price for the related scope.

 

Main Responsibilities:

  • Define and implement the Project Procurement Strategy in full respect of Quality Cost Delivery (QCD) commitments
  • Ensure proper implementation of Procurement DFQ processes (Go-RFQ, BA, Go Order)
  • Manage RFP/RFQ/Claim processes when no Buyer available (Lead commercial & contractual negotiations).
  • Lead complex contract negotiations with Contractors involving multiple stakeholders and expertise including Customer.
  • Ensure the project execution is in line with QCDT objectives
  • Ensure a proper setting up of the Procurement process with respect to the Alstom golden rules (Legal, E&C, CSR & EHS & CSR).
  • Monitor Contractors performance during execution phase.
  • Effective teamwork with internal customers and key stakeholders in problem solving.
  • Master the Material Work Package: costs, risks and ambition
  • Build the respective Sub-Systems Estimate at Completion and the project consolidation all WorkPachage (WP), and is accountable for the overall Project Sourcing Saving Assessment Project Register & Risk Assessment Project Register including claim to suppliers.
  • Co-Validates with Sub-System Manager each gap vs Financial Project Review n° 0 (FPR0) (deviation sheet & bridge approval process)

  • C : Cost reduction vs. Budget
  • D:  Go Order On-Time

 

Education & Experience

  • MASTER in purchasing or equivalent (engineering, project management, etc.)
  • 10+ years of experience (Project, Sourcing, Engineering, Quality)
  • Strong knowledge of Signalling activities
  • Experience in project Execution with strong background in subcontracted works
  • With a minimum of 5 years in subcontracting field
  • Knowledgeable of Contract management
  • Civil or Electro-mechanical engineering is desirable
