The GO Expansion scope : new electric locomotives, fleet upgrades, train control systems, network electrification, signalling, telecommunications and digital systems, maintenance, and much more.
Objective
The Lead Planning and Control Manager will contribute to support the scheduling teams and provide and liaise with the Finance team for internal and external reporting. Previous experience of managing planning teams in a multi-projects context and providing reporting is required.
- Working in close collaboration with the Project Manager (PM), owner of time management topic in the project team, providing proper time management information to support decisions making to reach expected OTD (On Time Delivery) performance of the project (tender, contract, or program execution)
- Responsible to develop and maintain the project/program schedule using best practices such as but not limited to: Reflect the project execution strategy in the schedule, capture the entire scope of work, set reasonable activity durations, logically sequence and link all activities, keep date constraints to a minimum and never as a hard constraint, avoid dangling activities, check the critical path makes sense, assign resources to all activities, check the schedule contains reasonable float, verify the resource plan, run a schedule risk analysis, set schedule baseline.
- Manage efficiently planning deliverable issuance.
- Facilitate the synchronization and communication of internal stakeholders
- Report pro-actively the schedule progress to various stakeholders (customer, core team, corporate)
Main Responsibilities:
- Define and maintain the Project Time Management Plan based on inputs from all stakeholders and keep it updated
- Animate and coordinate the project scheduling community
- Build the project schedule based on internal standard WBS, contractual targets, and data provided by all stakeholders,
- Contribute with the Finance Project Manager to Earned Value Management
- Propose the project baseline, and ensure its acceptance (internally and by the Customer)
- Ensure the consistency of all the internal and external Stakeholders commitments, and manages the schedules interfaces,
- Perform schedule analysis & trade-offs to close identified gaps or schedule issues
- Organize and lead periodic project schedule sessions,
- Provide a timely updated schedule situation highlighting the gap between the actual and the baseline,
- Focus on early identification of potential delays (critical paths) including the status on risks and margin related to schedule
- Prepare schedule and progress reports for Customer or Lead Unit or Partners,
- Provide support to Project Core Team on all issues related to projects schedule
- Apply the Project Scheduling Process,
- Promote time management practices awareness in the project team
- Coach planning team in project planning practices
- Contribute to the return of experience (REX) and improvements, share best practices, schedule templates.
Performance measurements in contract or program execution:
- Baseline approved (internally and by the Customer)
- Regular and consistent scheduling updates, with potential delays analysis
- Delivery on-time delivery of KPIs (OTD, Gate Reviews GO on time, sales, cash, …) and planning documents,
- Standard metrics measuring schedule robustness (PSI - Project Schedule Integrity)
Educational Requirements:
- Bachelor's Degree in Engineering or in a related discipline
Experience:
- 7/10 years’ experience as PrPM / SSM / Project Development Planning Manager / Reporting Manager
- Project management and industrial background
- Experience in complex projects (Design-build)
- Is used to work with internal processes (Tenders, Projects, Engineering, Industrial, Sourcing, Supply Chain, Quality, and their interfaces)
- Project scheduling processes
- Worked with resource load schedule (material, manpower, etc.), Schedule of Values (SOV), Earned Value Management (EVM)
Competencies & Skills:
- Primavera P6 and MS-Project software skills are mandatory
- Advanced MS Office proficiency, particularly MS-Excel
- Desirable overall knowledge of railway products and systems
- Agility to juggle schedules (detailed execution and customer schedules) simulations and various scenarios, and changing project goals.
- Forensic planning
