Objective

Alstom is seeking a Head of Design Electric Traction. This individual will be accountable for Electification OCS and POS design.

 

Responsibilities 

  • On-time Design submission by his operational team
  • Lead establishment and Review basic and detailed design documents for Electrification
  • Technical Interface Management with Client, internal and external stakeholders
  • Technical management of suppliers and subcontractors
  • Signing off all Electrification design submissions
  • Provide support on Electrification topics to System Engineering team (Grounding and bonding, EMI/EMC....)
  • Respect of Engineering Management Plan and Design Quality Plan
  • Electrification global performances
  • Requirement development, coming from reference and applicable documents from Metiers, Standards, local practices, Certification, Safety, Platform and Customer, and for transverse requirement allocations to the various subsystems in close collaboration with the relevant specialists
  • Respect of normative references and local standards rules
  • Integration of Reliability, Availability, Maintainability, Safety (RAMS) requirements
  • Integration of Operation and Maintenance requirements in the delivered design
  • Operational analysis definition and validation by the Customer and/or their Consultant
  • Functional analysis and specification
  • Consistency and compatibility between all the sub-systems specifications
  • Efficiency of the transversal studies related to Electrification (CEM, Earthing & Bonding…)
  • Applicable configuration and deliverables list
  • Technical interface management with Customer
  • On-shore and Off-shore Design team management and coordination, including POS Design Manager and OCS Design Manager
  • Preparation of Design Reviews, 
  • Management of all correspondences (letters, minutes of meetings, submittals…) related to Electrification design activities
  • Definition and review of components technical criteria and management of technical evaluation of suppliers
  • Factory Acceptance Tests (FAT) procedures and technical lead during FAT
  • Bill of Quantities (BOQ) management
  • Collect the REX (Return of Experience) coming from the Regional Centers
  • Arbitration on architecture definition between the subsystems to reach the best compromise for the Electrification design
  • Review and getting approval of design deliverables, reply to comments if any

 

The Design team is mainly composed of on-shore located in Toronto, Canada, and off-shore located in St-Ouen, France, and in Mexico, Mexico.

 

Reporting 

This position will report to the Head of Electrification and will manage a team of up to twenty.

 

The candidate will liaise with:

  • Engineering: OCS and POS Design teams, Central Engineering and Transverse Engineering team
  • Project: ELEctrification, OCS and POS management teams
  • Site: Construction management team
  • Customer, Consultants, External stakeholders
  • O&M, Civil Works and Track works partners
  • Interfacing sub-systems (Rolling Stock, Trackwork, Signalling, Civil works)
  • Regional Centers

    • On-time delivering: 100%
    • Compliance to Engineering Work Package: 100%
    • Respect of Design For Quality (DFQ) milestones: 100% Go On Time, in accordance with the standards or rules of their Metier
    • Respect of performances of the system provided: 100%
  • The quality of the works performed

 

Educational Requirements

 

Mandatory:

  • Bachelor's Degree of Science in Engineering, or scientific subjects
  • Professional Engineer designation as per Canadian regulations, or in progress

 

Desirable:

  • Master's Degree in Business Administration and/ or
  • Master's Degree in Project Management

 

Experience

  • A minimum of 10 years of direct experience in management of design of rail Electrification projects
  • Strong experience with the OCS and the 25kV Traction Power Substation equipment design
  • Strong understanding of the design, construction, operation and maintenance of all Traction Power related systems
  • Experience in the oversight of equipment control circuitry, protection relays, applicable Electrical Codes (OESC, CSA, EN, IEEE), SCADA RTU systems, auxiliary power systems and grounding/bonding
  • Demonstrated experience in project coordination, technical design oversight, planning and scheduling, maintenance, construction and operations, and standard operating procedures
  • A minimum of three-four years of experience in multicultural team management
  • A minimum of four-five years of experience in 25kV brownfield Railway Project/s
  • Strong knowledge of Canada standards and common practices
  • Autonomy, motivated, initiative, and interested in innovative technical topics
  • Fluent in English, second language appreciated
