Objective
Alstom is seeking a Head of Construction Traction Power. This individual will be accountable in QCD of all ELEctification site works, from preparation until completion and handover.
Responsibilities
- Responsible and accountable in Alstom EHS rules (AZDP) compliance
- Responsible and accountable in planning set-up and on time execution until hand-over
- Method Statements from preparation until validation
- Planning progress follow-up until hand-over
- Site Interface Management with internal and external Stakeholders
- Management of suppliers (if applicable) and subcontractors on site
- Quality management in coordination with QA/QC team (Audits, modifications, NCR, REX…etc)
- Configuration management until hand-over to T&C
- Construction interfaces with other subsystems (trackworks team, signalling team, O&M team, CW team…etc)
- Constructability reviews with ELEctrification teams
- Methodologies development considering all Safety and operation aspects
- On TimeDelivery (OTD) of all ELEctrification works
- Preparation of related Gate Reviews
- Management of all correspondences (letters, minutes of meetings, submittals…) related to ELEctrification Construction activities
- Preparation of ELEctrification works, including all logistics aspects
- Lead the Buy/Do decision process for each Site works WP
- Collect the REX (Return of Experience) coming from the Regional Centers
Reporting
This position will report to the Head of ELEctrification.
The candidate will liaise with:
- Engineering: On-shore, off-shore Engineering team and Transverse Engineering team
- Construction: POS and OCS Construction teams
- Project: Electrification and System management team
- Customer, Consultants, External stakeholders
- Civil Works, Track works and O&M partners
- Interfacing sub-systems (Rolling Stock, Trackworks, Signalling, Civil works)
- Regional Centers

- On-time delivery: 100%
- Compliance to Site works Work Package: 100%
- Respect of Design For Quality (DFQ) milestones: 100% Go On Time, in accordance with the standards or rules of their Metier
- Respect of performances of the system provided: 100%
- The quality of the works performed
- The compliance to EHS targets
Educational Requirements
Mandatory:
- Bachelor's Degree of Science in Engineering, Computer Science or scientific subjects
- Professional Engineer designation as per Canadian regulations
Desirable:
- Master's Degree in Business Administration and/ or
- Master's Degree in Project Management
Experience
- Graduate from any Engineering school in mechanical, electrical or civil works systems
- Should be Professional Engineer as per Canada regulations
- Minimum of 10 years of progressive experience in the construction oversight and management of rail electrification projects, including maintenance and testing of substation equipment that includes, medium voltage power transformers, medium voltage switchgear, protective relays, SCADA RTU Systems, power cabling, control cabling and grounding and bonding
- Familiarity with NFPA 70E and NESC requirements for electrical maintenance and construction of substation related equipment
- Proven experience in the construction, maintenance and testing of overhead open-wire type, and underground cable type, distribution systems, including proper grounding and bonding practices for equipment and structures
- Familiarity with NFPA 70E and NESC requirements for electrical maintenance and construction of power distribution systems
- Demonstrated experience and knowledge of Railway Operations, systems, ET maintenance and construction
- Demonstrated experience with planning or adhering to work activities as may be required by Railway Operations
- A minimum of five-six years of experience in Electrification (AC or DC) construction activities, green and brown field
- Strong knowledge of Canada standards and common practices
- Autonomy, motivated, initiative, solution and result oriented, and interested in innovative construction methodology topics
- Fluent in English, second language appreciated
