The GO Expansion On-Corridor Works scope : new electric locomotives, fleet upgrades, train control systems, network electrification, signalling, telecommunications and digital systems, maintenance, and much more.
The Construction Permits Manager will ensure that all permits and approvals that are required prior to the start of field work are applied for, approved, and tracked. These permits include all Client-required and Alstom-required construction permits.
- Assist teams with identifying all required construction permits for specific scopes of work;
- Schedule and chair weekly meetings to provide status updates and collect information from internal stakeholders on permitting requirements;
- Support the Construction team in the organisation and maintenance of all internally-issued work permits;
- Liaise with the project’s schedule team to ensure all internal and external permitting information and timelines are captured in the overall project schedule;
- Maintain a permit tracker to manage all permitting records;
- Review project documents (e.g., drawings, reports, and contracts) to identify permit and approval requirements;
- Assist teams with identifying and implementing Lock-Out, Tag-Out procedures for various scopes of work;
- Identify potential issues that may delay upcoming work and PLAAs and assist in defining mitigation measures;
- Challenge the means and methods provided by installation teams to find a safer way of working, when necessary;
- Prepare agenda and minutes of meetings for all meetings under the team’s responsibility;
- Perform other related duties as assigned, promoting a positive team environment and a culture of collaboration.
Mandatory:
- A bachelor’s degree in electrical or mechanical engineering;
- Minimum of 10 years of professional experience;
- Thorough understanding of electrical and mechanical safety including Lock-Out, Tag-Out procedures;
- On-site experience in the rail industry or major infrastructure project is considered an asset;
- Knowledge of EHS requirements;
- Working knowledge of commonly used desktop applications such as MS Office, SharePoint and PowerBI;
- Excellent interpersonal and communication skills;
- Ability to work independently in high-paced environments;
- Working knowledge of design and construction industry practices;
- Sound judgment, excellent problem-solving skills, and exceptional attention to detail;
- Ability to liaise with consultants, contractors, and Governmental Authorities.
Desirable:
- A working understanding of the requirements from the Ontario Health and Safety Act pertaining to working at heights and confined space work;
- Knowledge of and experience acquiring permits, licenses, and approval requirements for major infrastructure and transit infrastructure projects;
- Knowledge of relevant legislation, procedures, and permit requirements, including the Ontario Water Resources Act, Building Code, Planning Act (Ontario), Metrolinx Act, 2006 (Ontario), Municipal Act (Ontario), railway corridor infrastructure, and related construction projects;
- Professional designation is an asset such as EIT, PMP, OAA, or any other project Management.
