Your future Role

This position offers the opportunity to strengthen the competence, compliance, and deployment readiness of signalling teams on a major rail infrastructure programme. The successful candidate will ensure that personnel working on signalling systems—including interlocking, train control, wayside equipment, communications interfaces, power and cabling interfaces, and associated testing and commissioning activities—are trained, assessed, authorized, and supported in line with approved methods, product requirements, and safety-critical standards.

 

The Competency Specialist is accountable for establishing, administering, and sustaining the competence management framework for signalling personnel assigned to the OnCorr Signalling project. The role ensures that employees and contractors performing signalling engineering, installation, testing, integration, commissioning, and maintenance-readiness activities hold the required qualifications, product certifications, technical competence, and safety authorizations to perform their duties safely and in accordance with legal, regulatory, industry, project, and Alstom requirements

  • Own and sustain the signalling competence management process across design support, installation, integration, testing, commissioning, handover, maintenance-readiness, and technical support activities.
  • Translate signalling role requirements into clear competence profiles covering technical knowledge, product training, practical experience, safety-critical duties, and authorization criteria.
  • Coordinate with signalling discipline leads to identify competent assessors and mentors for engineering, installation, testing, commissioning, configuration, and maintenance-related roles.
  • Maintain accurate and auditable records for signalling qualifications, product certifications, assessments, practical evidence, mentoring, licences, and role-based authorizations.
  • Monitor workforce capability and deployment readiness by signalling discipline, technology, product, project phase, work package, and safety-critical role.
  • Identify expired, incomplete, or upcoming signalling qualifications and authorizations, and coordinate training, supervised practice, reassessment, renewal, or corrective action before deployment.
  • Support competence assurance for personnel working on interlocking, train control, wayside equipment, signalling power and cabling, communications interfaces, testing tools, and associated subsystems within the approved project scope.
  • Verify that competence evidence supports assigned duties and that work is performed within each person’s approved signalling scope and authorization limits.
  • Act as the signalling competence focal point for internal and external audits, assurance reviews, project gates, evidence requests, and corrective or preventive actions.
  • Report competence coverage, authorization status, assessor capacity, training progress, discipline-specific gaps, and delivery risks to signalling and project leadership.
  • Drive continuous improvement by incorporating lessons learned, audit findings, technical incidents, product changes, standards updates, and project feedback into signalling training, assessment, authorization, and governance processes.
  • Percentage of signalling personnel fully competent and authorized for their assigned role, product, and work package.
  • Timely completion and renewal of signalling training, assessments, product certifications, licences, and safety authorizations.
  • Accuracy, completeness, traceability, and audit readiness of signalling competence records and technical evidence.
  • Availability and effective deployment of qualified signalling assessors and mentors across disciplines and project phases.
  • Reduction in overdue, expired, or incomplete signalling competencies and time taken to close identified gaps.
  • Timely escalation and mitigation of competence risks that could affect signalling safety, quality, schedule, or system delivery.
  • Compliance with EHS, project, regulatory, industry, and Alstom signalling competence requirements, including closure of audit findings and corrective actions.

 

All about you

  • Relevant technical education or equivalent professional experience in railway signalling, train control, rail systems, electrical or systems engineering, or another safety-critical technical discipline.
  • 5+ years of experience in similar positions.
  • Practical experience in a signalling project environment involving engineering, installation, testing, commissioning, integration, maintenance, or technical support.
  • Demonstrated experience coordinating or administering competence management, technical training, mentoring, assessment, certification, licensing, or authorization processes.
  • Understanding of signalling lifecycle activities, discipline interfaces, configuration control, technical assurance, and the competence requirements associated with safety-critical work.
  • Working knowledge of competence assessment principles, evidence requirements, authorization controls, EHS expectations, and applicable rail industry or project standards.
  • Ability to maintain reliable records, monitor compliance and expiry status, analyse competence gaps, and support audit and project-gate readiness.
  • Ability to review procedures, identify non-compliance or process weaknesses, and coordinate corrective and preventive actions with signalling stakeholders.
  • Ability to develop and track signalling training, mentoring, assessment, and authorization plans against project resource and deployment needs.
  • Experience leading or coordinating cross-functional activities in a technical, project, construction, testing, commissioning, or operational environment.
  • Strong working knowledge of Microsoft Excel, Word, and PowerPoint; experience with learning, competence, document, or data-management systems is advantageous.
  • Ability to interpret signalling role profiles, technical procedures, training matrices, assessment criteria, product requirements, and authorization evidence.
  • Clear written and verbal communication skills for reports, competence dashboards, audit responses, briefings, and stakeholder updates.
  • Ability to engage credibly with signalling engineers, installers, testers, commissioners, assessors, mentors, managers, auditors, and external stakeholders.
  • Strong organization, planning, prioritization, data-quality, and follow-through skills, with close attention to safety-critical detail.
  • Sound judgement and analytical ability to identify competence risks, assess evidence sufficiency, and escalate issues affecting signalling deployment.
  • Collaborative, accountable, and proactive working style with the ability to manage multiple disciplines, locations, and project priorities.
  • Fluent professional English and the ability to explain technical and compliance requirements in a practical, accessible manner.
  • Valid driving licence and willingness to work at project offices, depots, test facilities, and signalling installation or commissioning sites as required.

Compensation

The expected compensation for this role is $65,000 – $80,000 CAD per year, plus benefits and eligibility for an annual performance bonus. Final compensation will be based on skills, experience, and internal equity.
