Could you be the full-time Bid Costing Manager in Toronto, ON we’re looking for?


Your future role

Take on a new challenge and apply your cost estimation, planning, and financial management expertise in a cutting-edge field. You’ll work alongside collaborative and innovative teammates.

You'll play a pivotal role in ensuring the financial success of our projects and tenders by leading and managing cost estimation, planning, control, and pricing activities. Day-to-day, you’ll work closely with teams across the business (Bid, Finance, Risk, and Project teams), developing and optimizing budgets, and much more.

You’ll specifically take care of benchmarking exercises for internal evaluations and demonstrating value for money to clients, but also **identifying cost savings and revenue-enhancing initiatives.

We’ll look to you for:

  • Undertaking benchmarking exercises based on ‘return of experience’ (REx) from comparable projects and Reference Solutions

  • Defining target costs per activity and/or subsystem in coordination with subsystem managers, and identifying and proposing gaps versus Reference Solutions

  • Supporting the Bid Manager in preparing price submissions for various projects and work packages

  • Leading cost estimation activities based on a target cost approach with all participating units and functions

  • Leading cost improvement actions to meet tender cost/target price using all competitiveness levers, and challenging contributors where appropriate

  • Working with the Finance Department to optimize financial costs and improve overall competitiveness

  • Consolidating tender costs commitment and selling price as per financial rules and in the consolidation tools

  • Ensuring the robustness and quality of costing, and using the Costing robustness assessment grid

  • Preparing costing packages for internal and customer gate reviews and submissions

  • Leading cost estimation activities during the negotiation phase for changes discussed with customers

  • Transferring tender costing data to support project launch

  • Supporting Finance Project Managers in monitoring forecasted EAC (Estimated At Completion) at the project/programme level

  • Collaborating with Risk teams to assess cost impacts and enhance the quality of analyses

  • Degree in Engineering, Mathematics, or Business

  • 7+ years of experience in estimating and cost management on large-scale public infrastructure projects – Railway and Signalling experience preferred

  • Expert-level proficiency in Excel

  • Familiarity with Salesforce and Primavera P6 (desirable)

  • Ability to analyze and challenge contributors' commitments relative to scope and available resources

  • Awareness of financial rules and contractual aspects (e.g., bonds and guarantees)

  • Experience in value analysis, product cost, and cost models

  • Strong analytical skills, attention to detail, and a proactive mindset

  • Fluency in English (French language skills are desirable)

  • Excellent communication and presentation skills

  • Ability to work collaboratively in a diverse, multicultural, and international environment

  • Curiosity about the product and its environment

Compensation

The expected compensation for this role is $100,000 – $130,000 CAD per year, plus benefits and eligibility for an annual performance bonus. Final compensation will be based on skills, experience, and internal equity.
