Alstom is seeking a AT Deputy Project Director. This individual will be responsible to drive the RER program execution for all AT DB activities during and after the Joint Development Agreement (2 years), lead definition/agreement on the final contractual terms (commercial, contractual, financial, technical) and maximize the AT results with respect to cash and margin whilst delivering on time, in conformity with the contract/Program Charter according to Customer/Platform expectations and the requirements on EHS.


Purpose of the Job

  • Ensure proper handover from TK manager to ensure smooth transition during negotiation period.
  • Support negotiation team for all operationally related topics.
  • Lead the mobilization phase for all TK related resources, ensure proper ramping up of the other PL (RS/SIG/Infra)
  • Under the leadership and in collaboration of AT RER Project Director,
  • Lead and represent the two AT segments in front of the Project Co, sponsors and other segments, with regards to commercial, technical, and financial aspects of the program.


Organization Structure

AT Project Execution team for Alstom DB segments (Construction Contract System and Vehicle supplier (new vehicle and rehab)), responsible for the corresponding P&L (circa 4 BEUR).



Hierarchal report to AT RER Project Director.

Sponsor (Metrolinx), Project co, other segments (Construction Contractor, O&M service provider), Platforms, Tender Leader, Partners, Project Team, Line Managers providing resources, Project Office, Support functions (Finance, Tax, Legal, etc..), Customer Director , and another project Stakeholders.

As per the delegation to be agreed upon with AT Project Director,

  • Ensure handover with leaving bid manager, ensure operational support/leadership during negotiation phase prior to commercial close.
  • Drive prior to commercial close the premobilization phase for TK and transverse functions, follow up mobilization of PL.
  • Structure the Project Team, including Core Team consistently with bid assumptions at TK level to:
    • Support delivery of early works
    • Define in conjunction with the sponsors, Project co, other segments (Construction Contractor, O&M service provider), the operational solution that will be validated by the sponsors as the basis for project implementation post JDA, as well as the structure of # WP and the bundles
    • Implement processes and ways of working following AT internal guidelines, PA requirements, and project Co policy.
  • Lead the Project Team, including Core Team in line with the project structure, define in conjunction with Customer Director and cascade AT project execution strategy.
  • Ensure that PU are adequately structured and support organizational change to adhere to the contract requirements/scheme (brown field, cost reimbursable, iterative pricing during JDA to define project solution) 
  • Ensure that AT interests through the 2 different subcontracts are optimized,
  • Ensure coordination with service organization for what regards the maintenance subcontract (under Service P&L responsibility)
  • Perform project management and contract administration according to Alstom Project Management Manual, including proactive risk and opportunity management, and in full compliance with e-book rules.
  • Ensure completion of Project Performance goals to meet business objectives and customer satisfaction.
  • Ensure integration and coordination between all internal and external stakeholders.
  • Responsible and accountable for the Project Profit and Loss, with the objective of maximizing cash and margin result.
  • Deliver projects according to QCDP, Contract and Safety commitments as specified at contract signature & related signed Variation Orders.
  • Ensures arbitration of QCDP re-baselining and change management at project level.
  • Ensure that project workload needs are well forecasted and anticipated by Project Core Team.
  • Participate & prepare Projects Reviews of projects under his / her control as per rules defined in Alstom’s instructions.
  • Represent Alstom towards Customers and external stakeholders (Pco and the other segments)
  • Define, review & adjust strategies of the project with Americas President, TK NAM MD, and Systems VP periodically.
  • Ensure optimal quality of project execution and reviews.
  • Animate and lead operationally the Project Core Team, defining the project priorities.
  • Ensure that critical aspects are identified in reviews and proactively / professionally addressed and followed up.
  • Make sure that key project stakeholders are aligned toward project goals.
  • EHS: Accountable for the proper implementation of the Alstom policy and Customer requirements by all stakeholders (internal & external) including suppliers and contractors.
  • Report to senior management, with transparency, the situation of the project and its KPIs, during the business/sector project reviews.


Educational / Skills / Experience

  • Project management background of at least 10 years on TK Project with the same complexity
  • Strategic vision to support AT organizational changes
  • Good knowledge of railway products and systems, knowledgeable about civil and O&M
  • Conflict management and interpersonal skills
  • Team spirit approach and good communication skills,
  • Communication abilities to obtain collaboration from the matrix organization involved in the project, and to support interaction with numerous stakeholders in a complex environment.
