PURPOSE OF THE JOB

  • This role is usually assigned in a High critical project, but also in D&IS for Portfolios which contain smaller criticality level Projects.
  • Responsible to manage the track subsystem for the Project Green Line.
  • Responsible to manage end-to-end the Quality Cost Delivery Performance (QCDP) in their Projects.
  • Responsible for the management and successful completion of cross-functional activities leading to the delivery of one or more complex project sub-systems.
  • Manage cross-functionally sub-system level stakeholders, activities and deliverables and make needed arbitration (engineering, product x process, Make or Buy, Costs, Milestones, Interfaces, …) to reach QCDP commitment.
  • Coordinate sub-system activities with other project stakeholders including integration teams’ of other sub-systems and project level functions.
  • Leading the start up of the construction phase
  • Defining the construction strategy, ensure the resources to be in place
  • Acting also as Construction Manager, mentoring and guiding the Areas Construction Managers

 

MAIN RESPONSABILITIES  

1/ Contribute to successful Project execution on allocated sub-system scope of work:

  • Apply Project Strategy according to defined contractual and Project commitments and targets, as allocated on sub-system level.
  • Actively contributes to the overall Project performance, by timely alerting in case of deviations happening at the sub-system/s level, which impact the project objectives and also by actively contributing to the management of risks, savings and opportunities.
  • Ensure compliance with applicable rules, instructions and standards, process & tools, Code of Ethics & Compliance, Environment Health & Safety, Railway Safety, Quality, Project Management Manual and all Métiers involved in sub-system scope.

2/ Lead and coordinate sub-system activities and stakeholders, from requirement capture/analysis to the end of project contractual obligations limited to the sub-system scope of work:

  • Achieve QCDP objectives of track sub-system in alignment to overall Project objectives.
  • Cascade and allocate sub-system requirements and QCDP objectives to sub-system/s team members
  • Implement and execute the scope of work according to the respective Sub-system Work Breakdown Structure (WBS), as defined at Project level at the beginning of the project.
  • Lead and coordinate transversal engineering activities (e.g., civil works, earthing & bonding, acoustics), allocate tasks, and ensure follow-up.
  • Ensure appropriate sub-system governance through planning, monitoring, control and management of sub-system end-to-end activities (scope, schedule, resources, cost, risks, savings, opportunities).
  • Coordinate and support cross-functional execution of their sub-system activities and deliverables (Engineering, R&D, Procurement, Supply Chain, Indus when applicable, Reliability Availability Maintainability Safety …) and support coordination with other Sub-systems.
  • Lead teams in successful achievement of project objectives, synchronize stakeholders at sub-system level and ensure stakeholder alignments.
  • Take sub-system level decisions and trade-offs.
  • Validate any change in the scope of their sub-system following the CCM Process and in alignment with the leading unit.
  • Upon request from PM, is delegated to represent Alstom towards Customer and external stakeholders.
  • Ensure the sub-system team is appropriately staffed and review/escalate staffing issues to Resource Owners when required.
  • Contribute to the Project level improvement initiatives related to cash collection, risk mitigation, savings and VOs capturing etc. with the end objective to secure and/or increase project gross margin.

3/ Coordinate and synchronize sub-system activities with other sub-Systems and project teams:

  • Actively contribute to the resolution of overarching/transverse optimizations or issues in the Project under the coordination of the PM
  • Manage interface with project-level team members (e.g., industrial, CCM, procurement, quality…) and request for PM arbitration when required.
  • RSC & SER - Manage interface with train-level teams (in charge of architecture and integration) and other sub-system teams and ask if necessary, for Chief of Development /Chief of Operation arbitration. / D&IS - Collaborate with System PrEM to secure the coverage and management of their sub-system interfaces with internal and external stockholders.

Performance measurements: 

  • Manage sub-system performance with Key Performance Indicators, report on their results with transparency and perform root cause analysis when required.
  • Delivery of sub-system in accordance with QCD targets (QCD KPIs) and all contractual requirements
  • Sub-system gate review on time
  • Compliance of Project Strategy to contractual and Project commitments and targets, as allocated to the sub-system.

Documentation & Reporting:

  • Provide necessary documentation for procurement, construction, and commissioning. Prepare design reviews and define criteria for verification and validation activities.

Risk & Change Management:

  • Proactively manage project risks, technical changes, and mitigation plans. Track and register changes in configuration management tools

Stakeholder Management:

  • Represent Alstom to customers and external stakeholders (consortium, JV, etc.), maintain strong relationships, and ensure alignment and satisfaction.

Continuous Improvement:

  • Support knowledge capitalization and contribute to continuous improvement initiatives

 

MAIN REQUIRED COMPETENCES

Educational Requirements

Mandatory:

Master degree or bachelor degree

Desirable:

IPMA level C (or equivalent)

Experience

Mandatory:

  • At least 8 years of experience as Project Manager in high critical railway projects
  • At least 5 years of experience leading track rail ways project
  • Experience of working in and with multi-national companies and in different business cultures

Desirable:

  • Knowledgeable of ALSTOM way of working for efficient process execution.
  • Good knowledge of railway products and industrial activities.
  • Global knowledge on the specific sub-system.
