PURPOSE OF THE JOB

  • Ensure/provide a safe and healthy environment to our people and to our contractors during construction sites and projects phases.
  • Minimize impacts on the Environment (environmental footprint of operations & management of historical pollution).
  • Protect Alstom assets and reduce risks of business interruption resulting from fire and natural catastrophes.

MAIN RESPONSABILITIES  

Key accountabilities:

  • Support Project EHS manager for EHS topics
    • Cooperate with the internal resources to achieve EHS objectives.
    • Will follow the local yearly EHS management plan consistent with Alstom transport strategy and objectives. Mobilize and coordinate with others to meet those objectives and deploy the plan. Monitor the right deployment of the plan.
    • Support the Project EHS Manager to perform EHS Risk Assessments and to define appropriate measures to control risks.
    • Support the EHS Project Manager to prepare, implement and maintain emergency plans.
    • Assist Project EHS Manager to coordinate and control activities with respect of EHS & security, especially where interfaces are involved with other contractors or operation areas.
    • Will have full authority and must stop any operational activity resulting in an immediate high risk to people or the environment.
    • Will monitor, assist, coach, assess, develop the EHS and other teams in the site
    • Provide support and advice to project personnel to prevent injury, damage to plant and equipment, fire, environmental pollution.
    • Recognize the best practices and the good performance.
    • React to violations to regulations and Alstom Standards.
    • Advise other Project personnel on all aspects of EHS applicable to project activities.

 

  • Develop Project EHS Management System
    • Support the Project EHS Manager to develop, deploy and maintain the local procedures and tools and make sure they are aligned with Alstom Standards and international standards (ISO 14001 and ISO45001).
  • Support the Project EHS Manager to ensure that Alstom EHS standards and tools (Alstom Zero Deviation Plan, Transport Operational Performance in Environment, Transport Key processes) are deployed at Project level.
  • Will maintain the local procedures and tools applicable to the site specific for EHS management system in line with transport& country/cluster EHS management system

 

  • EHS Compliance
    • Assist the Project EHS Manager to ensure compliance of the project activities according to the EHS & security Plans, guidelines and work instructions.
    • Perform EHS legal compliance checks for specific requirements.

 

  • Develop EHS culture in the project
    • Inform, instruct, and train employees to carry out the work in safe & environment-friendly mode according to the method statements and Risk assessments.
    • Participate in the implementation of the project EHS training programs by providing EHS inductions and ensuring Toolbox meetings are organized.
  • Report, Measure & Review
    • Support the EHS Project Manager to capture, report, record, investigate and analyse accidents/incidents and Security related events in order to implement corrective and preventive actions. 
    • Support the preparation of monthly EHS reports. Can be in charge of feeding EHS reporting system in line with Group reporting requirements and under control by Project EHS manager.
    • Carry out inspections of work areas and carry out EHS audits and report any discrepancy.

Performance measurements:   

  • Injury Frequency Rate (IFR) 1
  • Total Recordable Injury Rate (TRIR)
  • Alstom Zero Deviation Plan (AZDP) score
  • Fatality / severe accidents
  • Safety Observation Visit (SOV) number or other leading indicators
  • Health and wellbeing (Occupational diseases, ergonomics)
  • Environment (Energy, water, waste, Transport Operational Performance in Environment, Volatile Organic Compound,..) 

 

 MAIN REQUIRED COMPETENCES

Educational Requirements

Mandatory:

  • University Engineer or Business Degree
  • Health & Safety Qualification recognized by the enforcing authorities in the country of operation (ממונה בטיחות)
  • Health and Safety management plan writer certificate
  • Safety trainer certificate

Desirable:

  • Degree level Environmental Qualification to Diploma or Degree level
  • Construction safety certificate

 

Experience

Mandatory:

  • Professional experience between 3 and 5 years (depending on the size of the Project) in Environment, Health & Safety
  • Experience of 1 year minimum in Environment, Health & Safety in construction projects
  • Highly recommended experience for projects
  • Good knowledge and understanding of ISO14001 and ISO45001
  • Deep knowledge of local legal EHS requirements.

Desirable:

  • Experience in railway is a plus
  • EHS auditor
  • Working at heights instructor
