MAIN RESPONSABILITIES  

 

Support Project Management in achieving EHS performance

  • Ensure EHS & security Risk Assessments are done & appropriate measures to control risks are defined for the Project and Projects associated to it.
  • Will write the project yearly EHS management plan consistent with Alstom transport strategy and objectives, Mobilize and coordinate with others to meet those objectives and deploy the plan, Monitor the right deployment of the plan.
  • Prepare, implement and maintain emergency plans at Project level. Ensure it is done at Project level.
  • Make sure activities of sub-contractors are under control with respect to EHS & security, especially where interfaces are involved with other contractors or operational areas.
  • Has full authority and must stop any operational activity resulting in immediate high risk to People or the Environment.
  • Assist, coach and assess the EHS teams in the project and projects.
  • Involve social and medical partners and communicate with them about EHS
  • Support EHS & security project staffing delivers EHS & security support during project execution and performs audit of EHS and Security plans implementation during the execution phases of projects managed from the Project.
  • Ensure that Alstom EHS standards and tools (Alstom Zero Deviation Plan (AZDP), Transport Operational Performance in Environment (TOPE), and other Alstom Key processes are applicable to the site specific for the EHS management system in line with transport & country/cluster EHS management system are deployed at Project level.
  • Monitor compliance with all relevant statutory, regulatory, contractual and company requirements & propose actions to correct any gap
  • Maintain appropriate records and documentation of the Project.
  • Monitor historical pollution & associated risks
  • Build the project EHS communication plan
  • Prepare and implement an EHS & security training plan and program with the support from HR, Cluster EHSS Director/Manager and local EHS communication plan.
  • Maintain EHS & Security understanding and competencies of key operational employees
  • Will monitor, assist, coach, assess, develop the EHS teams in the site
  • Ensure that EHS & Security Accidents/Incidents/Events are first prevented, and when occurring, reported in time, recorded, investigated and analyzed. Establish and communicate REX reports in case of severe or potentially severe accidents.
  • Prepare and submit monthly EHS reports. Feed EHS reporting system in line with Group reporting requirements. Is accountable for data quality of the Project & associated projects.

  • Safety Observation Visit number or other leading indicators
  • Alstom Zero Deviation Plan (AZDP) score
  • Health and wellbeing (Occupational diseases, ergonomics)
  • Environment (Energy, water, waste, Transport Operational Performance in Environment (TOPE), Volatile Organic Compounds ,..)

 MAIN REQUIRED COMPETENCES

Educational Requirements

Mandatory:

  • University Engineer or Business Degree
  • Health & Safety Qualification recognized by the enforcing authorities in the country of operation (ממונה בטיחות)
  • Health and Safety management plan writer certificate
  • Safety trainer certificate

Desirable:

  • Degree level Environmental Qualification to Diploma or Degree level
  • EHS auditor

 

Experience

Mandatory:

  • Professional experience between 5 and 8 years (depending on the size of the Project) in Environment, Health & Safety
  • Experience in management of personnel
  • Good knowledge and understanding of ISO14001 and ISO45001
  • Deep knowledge of local legal and EHS regulations requirements.

Desirable:

  • Experience in railway is a plus
