Purpose of the Job

The Buyer will be responsible for all strategic Sub-contracts related to the construction activities, from the sourcing of suppliers through negotiation, contracting and contracts execution follow-up.

The holder of this position will remain in close contact with the internal client.

Supplier relationship:

. Collect inputs of the Strategy review template, and deploy the Commodity Strategy

. Identification of potential local subcontractors in Line with Strategy review template.

. Pre-tendering. Request For Information. Subcontractors general assessement with Central Lead Buyer and    

  Commodity Manager.

. Local subcontractors Key contact.

. RFI (Request for information) & QIA (Quick Industrial Assesment owner & capability matrix

· Nego-planner of cost reduction with suppliers build with.

. Pilot contractual relationships with suppliers for sourcing scope on different Project sites Suppliers relationship.

 Preparation and launch of :

. Request For Quotation with suppliers using the standard tools.

. Negotiation of cost reduction with suppliers.

. Contractual negotiation with suppliers.

. Inputs provider/contributor for order placement.
. Ensure QCD targets achievement.

. Lead supplier QCD performance reviews.
. Management of initial issues before escalation to line manager.

. Respect Alstom Transport code of ethics and guidelines, and EHS rules

Candidate requirements

Educational requirements

• Bachelor degree from business school or engineering departments with Masters degree in purchasing or other relevant degree.  Previous experience of subcontractors management on field.

Technical Knowledge / Experience

• Fluent english & International background
• Minimum of three years working experience in subcontractors (Alstom competitors, signaling or Civil Works)

Behavioral and Technical Skills / Competencies

Strong interpersonal skills (leadership, communication, ability to convince, in matricial and movant organisation)
