PURPOSE OF THE JOB

Medium Voltage (MV), 1500V DC traction & Auxiliary Power supply equipment’s Installation and T&C Management including resources organisation and mobilisation:

The MV, 1500V DC traction & Auxiliary Power supply scope consists of, but is not limited to:

  • Traction and MV power panel installation & cables laying,
  • Transformers, control command and protection panels.
  • Direct Current (DC) Switching and distribution cubicles, rectifiers, control command and protection panels.
  • MV – LV – control command cables to be installed in power substations and outdoor along the line.

MAIN RESPONSABILITIES  

Key accountabilities

Implementation of the necessary organisation to enable the delivery, erection, installation works achievement in the optimal conditions: performances, costs, quality and health and safety.

 

  • The Installation and T&C Manager (based on site) reports directly to the Infra Project Manager and is in charge of making sure that the relevant equipment is installed in conformity with the Basic and Detail Designs, the installation procedures, the Quality Assurance / Quality Control (QA/QC) system, the contractual and local regulation rules, the Time Schedule in place and the installation budget. He/she is in charge of making sure that the installed equipment is tested in conformity with the test plan and procedures, in compliance with the contractual obligations, the Quality Assurance / Quality Control (QA/QC) system, the Time Schedule in place and the allocated budget.
  • He/she participates to the POS subsystem core team meeting and report – weekly / monthly -on progress and Quality Cost Delivery (QCD) KPI.
  • He/she manages the people in term of assessment, skills, training, team spirit, etc.
  • His/her duties include also the necessity to coordinate on all technical aspects with the Engineering Manager and his team of Detail Design and with the procurement teams.
  • The Installation and T&C Manager is required to participate on the preparation of the Time Schedule and has the responsibility for running it and reporting to the Infra Project Manager.
  • He/she may make sure the means for obtaining Permit of Work and access are available for starting the work on site and on time. He/she may make sure that the interface with the other contractor is done for the site execution.
  • He/she elaborates the Testing & Commissioning program and the Permit to work system with the relevant departments and actors. He/she defines the tests chain for the whole project, taking into account each partner.
  • The Installation and T&C Manager may make sure the coordination with the Customer &/or the Authorities for getting the site execution approvals for is work is done.
  • The Installation and T&C Manager is required to organise his/her tasks, in a competent and consistent way, so that all key activities are properly controlled. He/she makes sure the drawings, procedures and documents used for testing have the status “Good For Execution”.
  • During the installation, the Installation and T&C Manager is required to organise the tasks, in a competent and consistent way, so that all key activities are properly controlled.
  • The Installation and T&C Manager will manage and control the Subcontractors performance as per their subcontracting obligations. He/she interfaces with the Procurement Manager for any contractual issue.
  • He/she determines the required testing equipment materials and instruments, enduring that the equipment used to execute the tests is conforming to the local legislation and checking the presence and validity of the certificates (checking reports, gauging) of the equipment, instrument’s and tools used for the tests. He/she checks also that the follow-up of the measuring equipment, used during the tests, is made according to the quality clauses of the contract.
  • He/she ensures the general supervision of the resources or subcontractor(s) designated for the works by controlling means and  resources sufficiency (quantity, quality) & planning of works, taking care of the respect of the contractual terms and targets fixed to the Subcontractors, leading regular and formal Meetings (weekly and monthly) with the teams and Subcontractor(s),
  • His/her duties include also to coordinate with the various Civil Contractors and other third parties on Site
  • The Installation and T&C Manager is responsible of the teams and subcontractors works in compliance with Alstom HSE and local rules.
  • The Installation and T&C manager leads the 4M revision and submit to the PM the GO / NO-GO decision.
  • He/she makes sure the as-built data are updated and sent at the end of the installation.

 

 

Delivery

  • Weekly progress report + 3 weeks schedule
  • Installation ITP (Inspection & Test Plan) and ITP linked to the follow up of the subcontractors
  • Monthly Cost Time schedule including sales valorisation
  • Work Method Statements of the installation action including the template of the Quality Control Inspection Form.
  • Weekly Quality report based on the NCR analysis and the Quality Control reports
  • Weekly Hourly report of the installation team.
  • Follow-up and analysis of the equipment and the tools (Maintenance, certification, …) and material consumption.

 

 

Performance measurements

  • Weekly works progress program control and associated reports.
  • Client complaints follow-up (non-conformity forms)
  • Costs (QC, Cost of Non-Quality, etc.)
  • HSE indicator

 

 MAIN REQUIRED COMPETENCES

Educational Requirements

Mandatory

  • Israeli Certified Electrical Engineer diploma/degree

Desirable

  • Certification on Railway Safety
  • Certification on Site EHS management

Experience

Mandatory

  • Minimum 5 to 7 years, as site manager, in installation and T&C works.
  • Validated experience in Power Supply Installation and T&C Management.

Desirable

  • Good knowledge of the other activities, upstream to electrical power system distribution installation such as civil works and electromechanical industrial equipment’s.
  • Knowledge of downstream activities as urban traffic regulation (Installation activities will be carried out in the immediate street vicinity), passenger stations utilities will be an advantage.

  • Perfect knowledge of the traction and auxiliary energy distribution system, in terms of installation.
