Job Purpose

The ILS Engineer works under the responsibility of the ILS Project Manager.

The role is to analyse and write the adequate ILS deliverables expected at defined stages of the projects. The scope of the project includes Alstom Railway Systems (RSY) and Electra Civil and MEP systems.

  • Representative for all aspects of the preparation, performance, follow up of the ILS topics.

  • Responsible for preparing strategies and plans to deliver appropriate maintenance, refurbishment or replacement of assets (according to ILS requirements matrix)

  • Produce the GL Project  ILS deliverables such as:

    • Calculate, analyse and produce the Spare Parts Lists and the PHST data (Packaging, Handling, Storage & Transportation) in order to support the design of WH and depots

    • Analyse the needs and requirements to defined the Special Tools Lists:

    • Prepare the Training Materials and supports based on the technical documentation available:

    • Gather all data from the suppliers and subsystems to write the Operation & Maintenance Manuals to meet the contractual requirements and ensure coherence with the project document format across the subsystems:

    • Prepare and define the Maintenance Plans based on suppliers recommendations:

    • Analyse the Maintainability Studies to ensure the RAMS targets are reached;

  • Review the ILS documentation produced by our partner as an ILS Consortium representative

  • On the basis of the Contract requirements, maintain/update the management plans, processes, procedures, methods, and any other elements necessary for a proper management of ILS throughout the entire duration of the Contract;

  • Be consistent with ILS processes implemented on the project (ILS Management Plan, Asset database, MMS, Planned dates, Obsolescence, etc..);

  • Represent and be the contact point within the Project regarding ILS deliverables listed above;

  • Interface with RAMS regarding maintainability, FMECA  and common topics;

  • Support the development and review of LCC and Technical Manuals reports for the portion related to Spare Parts and Consumables;

  • Collaborate to develop Warranty design

  • Interface with project entities in order to obtain data in the required format.

  • Manage data validity process and population KPIs.

  • Managing interface with BIM entity regarding data.

  • Defining the labelling process (stickers, content, process, etc).

  • Ensuring that the asset database is complete and up to date compared to the current system configuration.

 

Main Missions

 

In compliance with the terms of the Contract and the Consortium strategy, the ILS Engineer is responsible to analyze, implement and control ILS scope within the TMT consortium of the Tel Aviv Green Line project and obtain that contractual requirements are met. In this role need to endure the following:

ILS role is to ensure following missions for the Alstom Infra scope :

  • Calculate, analalyze and review  at Spare Parts Lists, ILLI Lists and Special Tools Lists in line with the contract, the design and the O&M needs;
  • control the coherence with Spare Parts Lists, LCC and O&M Manuals by the sub-entities;
  • Assure coherence of the Logistic Data, documents and Spare Parts Lists across ILS Subjects, Data Asset and MMS;
  • Monitor the level of Spares, define and address  the proper action to keep the proper level of Spare Parts during DLP period;
  • Prepapre and Coordinate Maintenanbility Demontsrtion Tests.

Furthermore:

  • He/She ensures communication and coordination with the project;
  • He/She is responsible for proof-reading, commenting and transmitting documents for the given subsystems;
  • He/She will interface with the Asset data Manager in order to allow the Asset database to be complete at the end of the contract.
  • Implement the chosen labelling solution.
  • Generate the Dashboard and KPI to show the ILS requirements Progress,
  • Support the different the EPC Entities during the population phase and the O&M Entity during the handover phase,
  • Ensure that the ILS topics (Maintenance plan,Spare parts list, Special tools list etc.) properly implemented in MMIS (Maintenanca Mangement Information System).

 

 

Educational Requirements

  • Academic degree (Engineer is advance)
  • Analytical skills (data collection, data analysis, data processing) and Project management skills.
  • Able to read electrical, architecture and mechanical diagrams and drawings.

 

Knowledge/Experience

  • Involvement in complex system projects : > 2 years
  • Automated Metro System included Rail Systems (advantage)
  • Operation and Maintenance Environment
  • Railway Maintenance included Maintenance Management System
  • Maintenance Studies including Life Cycle Cost
  • Operation and Maintenance Documentation
  • Training
  • Spare parts and Tools
  • Knowledge of Maintenance Management Software and preferably Maximo is a plus.

 

Other

  • Pack Office (Excel- intermediate level, Word, PPT)
  • Languages: English is a must; French would be a plus.
