PURPOSE OF THE JOB
The Tel Aviv Green Line Light Rail Transit (LRT) is a major mass‑transit infrastructure project developed by NTA – Metropolitan Mass Transit System Ltd. It will extend over approximately 39 km, connecting Rishon LeZion and Holon in the south, crossing central Tel Aviv, and reaching Herzliya in the north.
The line will include around 62 stations, of which four are underground, serving four major cities in the Dan metropolitan area.
The Electrical Operation Leader is responsible for the safe management and operational control of the 22kV electrical distribution network, traction substations, power transformers and 1.5kV DC traction power system within the Temporary Operation (TO) zone during energization, testing, commissioning and pre-revenue activities. The role ensures the safe control of electrical configurations, switching operations, isolations, LOTO implementation, energization and de-energization activities while supporting project objectives and protecting personnel, assets and infrastructure. Acting under the authority of the Temporary Operation Manager, the Electrical Operation Leader serves as the technical focal point for electrical operations and ensures compliance with railway electrical safety requirements, approved operational procedures and Temporary Operation rules.
MAIN RESPONSIBILITIES
Manage and maintain the electrical configuration of all assets and areas under Temporary Operation (TO) control.
Define, implement and continuously improve electrical operation, isolation and power management processes within the TO zone, ensuring full compliance with approved procedures and LOTO requirements.
Define and approve electrical isolation strategies, switching schedules and isolation certificates required to support safe operational, testing and installation activities.
Plan, coordinate and control energization, de-energization and electrical isolation activities in accordance with Work Permits, access requirements and operational constraints.
Manage the operational control of Traction Power systems within the Temporary Operation zone.
Ensure safe operational control of 22kV electrical distribution networks, traction substations and power transformers under Temporary Operation control.
Ensure the effective implementation of Lock-Out / Tag-Out (LOTO) processes, including isolation certificates, switching operations, verification of absence of voltage, earthing arrangements and associated documentation.
Prepare, review and approve Switching Orders, Isolation Orders and associated electrical operational documentation required for Temporary Operation activities.
Maintain accurate knowledge and visibility of the electrical network status and ensure all electrical configurations are properly communicated to the OCC and relevant stakeholders.
Support OCC operations related to power management and provide technical guidance for electrical operational decisions.
Ensure compliance with electrical safety regulations, railway electrical safety requirements, project procedures, operational restrictions and Temporary Operation rules.
Lead and supervise Electrical Operation Nominated Persons (EONP) and electrical operators performing switching, isolation and power control activities.
Train and coach team members on electrical safety, LOTO requirements, site operational hazards and risk mitigation measures.
Coordinate electrical activities with Work Permit, Testing & Commissioning, Installation, OCC, Construction and Maintenance teams to ensure safe and efficient operations.
Monitor, assess and manage electrical risks associated with Temporary Operation activities and implement corrective and preventive actions when required.
Lead investigations related to electrical incidents, accidents and operational events, perform root cause analysis and implement recovery and improvement actions.
Ensure operational readiness and timely recovery of electrical systems following incidents, emergencies, abnormal situations or planned outages. Perform any additional duties assigned by the Temporary Operation Manager.
Implement and follow the Alstom Zero Deviation Plan related to Safety
MAIN REQUIRED COMPETENCIES
Educational Requirements
Mandatory:
- B.Sc. in Electrical Engineering.
- Valid Israeli Electrical Engineer License (רשיון חשמלאי מהנדס)
Good knowledge of Israeli electrical safety regulations and industry practices.
Desirable:
Electrical Inspector License (Bodek Type 3)
Additional training in railway systems, traction power or electrical safety management
Experience
Mandatory:
Minimum 5 years of experience in electrical operations, power distribution or traction power systems.
Minimum 3 years of experience managing electrical switching, isolation, LOTO and energization activities.
Minimum 2 years of operational experience in 22kV electrical distribution networks, substations, power transformers and traction power systems.
Experience preparing, reviewing and approving Switching and earthing Orders, Isolation Orders and associated LOTO documentation.
Experience in railway, metro or tramway projects, including railway electrical safety requirements and operational environments.
Knowledge of construction sites EHS requirements.
Desirable:
International project experience.
Experience in Testing & Commissioning activities.
Experience in Temporary Operation organization.
Experience in OCC or SCADA-controlled environments
