Purpose of the job:
Manage the technical scope of the project and deal with internal and external sub-systems interfaces, reaching the performances required
The Deputy COM Project Manager will lead the installation phase of the Communication (COM) systems for the Green Line project, with a strong focus on datacenter infrastructure, radio/WiFi deployment, telecom systems integration, scheduling, subcontractor coordination, and quality assurance. This role requires deep technical expertise, strong leadership, and the ability to manage complex installations across multiple interfaces.
Supervise the Project Requirements Database (PRD) coverage and demonstration
Contribute to claims and variation orders identification and development.
Key accountabilities:
Datacenter & Infrastructure Installation
- Supervise the deployment of datacenter facilities supporting COM systems, including racks, cabling, power, cooling, and network infrastructure.
- Ensure compliance with Tier standards and integration with central control systems.
Radio/WiFi Systems
- Manage installation and commissioning of radio communication systems (e.g., TETRA, LTE) and WiFi networks across stations, depots, and rolling stock.
- Coordinate RF planning, coverage testing, and performance optimization.
Telecom Systems Integration
- Oversee installation of telecom systems including fiber optics, structured cabling, switches, routers, and transmission equipment.
- Ensure seamless integration with SCADA, signaling, and passenger information systems.
Scheduling & Planning
- Develop and maintain detailed installation schedules using tools like MS Project or Primavera.
- Monitor progress against milestones and proactively manage delays or resource constraints.
- Coordinate with planning teams to align installation activities with overall project timelines.
Subcontractor Management
- Lead and supervise subcontractors during installation activities, ensuring adherence to scope, quality, and safety standards.
- Conduct regular site reviews, progress meetings, and performance evaluations.
- Resolve conflicts and ensure timely delivery of subcontracted work.
Quality Leadership
- Lead the quality assurance process during the installation phase, in coordination with the COM and Quality teams.
- Ensure all installation activities meet project specifications, standards, and regulatory requirements.
- Utilize quality tools such as FMEA, Root Cause Analysis (RCA), Ishikawa diagrams, Checklists, and Non-Conformance Reports (NCRs) to monitor and improve quality.
- Participate in inspections, audits, and acceptance testing, and drive continuous improvement.
- Maintain documentation and traceability of quality-related activities and non-conformities.
Stakeholder Engagement
- Collaborate with internal teams, suppliers, and consortium partners.
- Communicate effectively with the Employer and internal leadership to ensure expectations are met.
Qualifications:
- Bachelor’s degree in Telecommunications, Electrical Engineering, or related field.
- 10+ years of experience in infrastructure projects, with at least 5 years in datacenter, radio/WiFi, and telecom system installations.
- Proven experience in managing installation schedules, subcontractors, and quality processes in large-scale infrastructure projects.
- Strong understanding of telecom protocols, datacenter standards, RF planning, and project controls.
- Proficient in scheduling tools (MS Project, Primavera) and quality management systems.
- Hands-on experience with quality tools such as FMEA, RCA, Ishikawa, and NCR tracking.
- Fluent in English; Hebrew is an advantage.
