DESCRIPTION OF SERVICES
This subcontract's scope of work is to perform the full-time role of EPC Planning & Scheduling Manager.
Purpose
The Planning & Scheduling Manager position is key to EPC project success.
S/he is responsible for ensuring the project always has a coordinated and realistic construction schedule whilst always adhering to best-in-class Project Management processes throughout the entire project lifecycle. The manager coordinates all schedule-related issues with the Client, the Consortium Partners and their subcontractors, and within the consortium management team.
The manager leads and directs planning managers of the consortium partners in all issues related to planning, scheduling, performance monitoring and reporting, forecasting, schedule change management, and EOT claims development.
The manager is responsible for maintaining the combined consortium construction schedule in Oracle Primavera P6 environment.
Responsibilities
· Consolidate schedules provided by the consortium partners into a single project schedule representing the consortium's internally agreed and consistent approach to delivering the project to the customer.
· Lead development and maintenance of the project-wide detailed project schedule in Primavera and TILOS software tools
· Lead development and management of schedule-related documents such as the schedule narrative.
· Lead development of recovery plans by consortium partners when required and actively participate in defending those recovery plans to the Client.
· Principle interface to the Client for schedule management, reporting and performance matters
· Key interface, via the EPC Project Director, into the Consortium level Steering Committee for Project Controls input and reporting
· Manage the relationship between the partners regarding planning and scheduling consolidation. Identify potential conflicts in the schedule and advise the consortium management on the solutions.
· Develop robust and efficient planning and scheduling governance across all elements of the consortium to define, track and report project performance at all levels.
· Develop the reporting cycles and Key Performance Indicators (KPIs) for communicating progress and key issues to the Client, Steering Committee, and the Project team.
· Work with the heads of each function of the consortium to implement function-specific performance targets and measurement systems, with a focus on design delivery.
· Implement robust forecasting practices linked to the project progress and look ahead schedules.
· Lead development of detailed construction schedules by consortium partners to facilitate accurate weekly progress reporting of construction progress across multiple simultaneous worksites.
· Work closely with the VTA Manager to develop detailed Testing & Commissioning schedules to facilitate safe and efficient execution of T&C activities across multiple simultaneous worksites.
· Lead the planning input into the claim management process to secure EPC and partners' interests.
· Work with the EPC Project Director and Contracts Manager to develop the strategy for schedule-related claims and variation orders.
· Work with the EPC Project Director and Finance Manager to secure cash receipts, sales delivery and profit margin performance.
Performance Measurement
· Approval of the baseline schedules by the customer
· Timely update and submission of monthly schedules
· On-time reporting to EPC Consortium Project Director, to Client, to EPC SteerCo, stakeholder Management
· Project-wide on time delivery performance
· Protection of EPC interests in Extension of Time Claims, avoiding concurrency.
· Earn Value Analysis and schedule progress reporting
· Demonstrable risk mitigation and opportunity realisation
· Quality of project-wide performance monitoring KPIs and dashboards
Job Requirements
· 10 years experience of working on EPC projects
· Technical expert in Oracle Primavera scheduling software
· Experience in large infrastructure projects is a must, rail experience is a strong plus
· Experience in client management and performing key interfaces to key senior client representatives
· Experience in PPP / Concession Agreements and associated Claim Management
· Strong communication and diplomacy skills and the ability to guide, influence and convince others
· Competent in conflict resolution and crisis management
· Ability to perform under pressure and motivate others when facing challenging circumstances
· Fluent in English language. Hebrew is a plus.
· Plus: PMO experience in risk and opportunity management, change control, and knowledge Management.
· Plus: Leadership skills, with proven experience leading multi-discipline teams in large infrastructure projects.
· Plus: Expert in TILOS time-distance planning software
