Purpose of the job:

The Component France R&D and Sustaining Controller is responsible for the program finance performance, provides accurate finance information/forecast aligned with the program schedule and suppliers performance, sees to achieve budget and three-year plan targets, supports external financing activities, increases cash efficiency and supports initiatives on physical progress measures.

 

Program Controlling

  • Ensure program financial consolidation including periodical Program Reviews and, as Lead, coordinate inputs to and from all partners (EAC, schedule, variance analysis) though out the program organization and units
  • Ensure actuals and year-end reforecast complies with annual authorized budget and anticipate the request of any arbitration due to overrun or underspend within a fiscal year
  • Measure cost per deliverable, saving plan achievements vs. target to anticipate any upcoming deviation vs. an at completion view
  • Produce standard & reliable financial reporting as requested (actuals, year-end reforecast, budget) as well as ad-hoc reports to address operation needs to act towards an efficient finance management and optimization of the resources, and allow strategic decision making
  • Manage the Program under the ADEL Project tool and prepare for migration in Ody-C (target tool) by structuring the programs in subsystems
  • Control overall financial movements and ensure that financial information is consistent and reconciled on a regular basis in the ERP systems on full scope
  • Drive monthly Earned Value reporting ensuring the alignment of project physical progress with the budget allocated to each milestone for the most important Program
     

Program Review Boards & Business case

  • Prepare and pitch all finance analysis & messages relevant & impactful enough to be shared with the Program Review Board to understand financial situation of the program especially on any deviation versus initial commitments (Program Approval Board)
  • Responsible of risks assessment throughout program development & of communicating early warnings to Central
  • Anticipate & push for any mitigation/corrective plan needed to get the financials of the program back on track once risks are identified or improve the Estimate at Completion of the program
  • Lead the end-to-end Business case of the program - and / or specific JV when applicable - with the support of technical & product Platform Directors, with regular updates to ensure commercial momentum and development costs evolve in accordance with initial plan and valuation (Excess Profit and/or Discounted Cash Flow)
  • Assess profitability of additional R&D investments & sizing to achieve deliverables maturity commitment

Other

  • Provide support on ad-hoc R&D legal entities controlling and accounting activities in close coordination with Group Performance Management and Accounting
  • Issue Accounting documentation to support decisions regarding capitalization of the program and Program Impairment Test if triggering event occurs
  • Support program’s funding & Research Tax Credit documentation, reporting, & analysis
  • Support Central R&D team towards external auditors’ requests
  • Ensure proper internal control and strict implementation of Group finance guidelines within her/his scope of responsibilities (“Guardian of the rules”)
  • Be the ambassador & Key user of Central R&D new processes, governance, methods & tools & ensure they are well known (trainings/workshops) & implemented at site level
  • Be an actor of the Finance Platforms central initiatives

 

Performance measurements:

  • Accuracy of program costs versus Forecast, Say/Do ratio, as regards with planning & deliverables commitment
  • Yearly program spend compliance versus Budget
  • Program Total Excess Profit evolution versus initial assumption validated by the Program Approval Board

 

 

Educational Requirements  

 

Finance/Business University Degree

 

Experience  

 

  • 5 years minimum in a relevant finance experience including industrial/ engineering finance, commercial finance or other finance management roles that made you develop controlling, analytical, & reporting skills
  • Prior external or internal audit or R&D controlling experience is a plus
  • Prior exposure to SAP could be a plus
  • Fluency in English is a must (spoken & written)

  • Prior experience working in an industrial environment or capital goods industry, ideally railway, is a plus
