Alstom is recruiting a Bid Technical Manager

within Systems & Infrastructure Maintenance Solutions , you will be a key actor of our SYSTEM and DIGITAL tender team supporting Region in delivering competitive tenders.


Reporting to the Head of the "Tender Technical Maintenance Manager"  within the “S&I Maintenance Solutions” entity , you provide technical and methodological support for Railway Infrastructure Maintenance tendering activities .


Your missions:

In a matrix organization of the Company, you integrate a dynamic and expanding technical team with collaborators who will help you to integrate a multidisciplinary environment.


For Tramway, Urban and Main Line systems you will manage tender engineering activities by delivering all technical information and documentation, with the adequate level of quality, in respect of global target cost, tender budget and planning


Build technical response to digital Maintenance in SYSTEM, INFRA , SIG and COM bids:

  • Support the Bid manager to RFP clause by clause and requirement analysis by identifying gaps and risks.
  • Collaborate with RS, Infra and Signalling teams and Services teams to build an appropriate solution for each bid.
  • Collect from technical teams (Bids and projects) BoQ (Bill of Quantity), etc...
  • Participate to TDR (Tender Design Review).
  • Set-up dedicated TDR for maintenance scope
  • Identify renewal strategy from products roadmap synchronised with bid schedule and committed by Services teams.
  • Generate technical LCC with spare parts consumption and maintenance hours.
  • Synthesize all your work done during the offer in a technical writing documentation for the end customer, with the objective of highlighting ALSTOM's Services Solutions.
  • Collaborate with our Bid Technical Wrinting team to elaborate and write the best technical delivrables according to our Bid technical wrinting process
  • Contribute to enhance LCC data with bids REX
  • Participate to the engineering QCD commitment : master planning, costing, project organization, risk assessement and management plan


As a bid technical reference for SYSTEM, INFRA and SIG_COM you will also

  • Contribute to enhance products roadmaps integration with data collected during Bids
  • Collect and analyse bids requirements to contribute to enhance Maintenance REFLIB tools
  • Identifies technical risks and ensures they are covered by dedicated action plan agreed by Platform and Metiers.


Required Education and Skills:

You have a good knowledge of fixed infrastructures of rail transport and also Signalling and telecommunication. Knowledge on Rolling stock is welcome.

Engineer, you justify minimum 10 years experience in the field of asset maintenance or in railway infrastructure environment and have:

  • Digital system knowledge
  • Infra, Signalling and Telecoms system and products knowledge
  • Knowledge of Life Cycle Cost approach, Services Experience or Maintenance Project Management is a plus
  • Ability to solve problems by being collaborative, analytical and creative
  • Autonomous with the ability to achieve outcomes on time

Creativity, synthesis skills, adaptability and fluency in oral and written communication will be assets in your future functions.

Location & Travel:

You will be based in our offices in Saint-Ouen and will have to move around the world during meetings with Customers and Partners on a frequency of a trip of 2 to 3 days per month.
