INTRODUCTION
Thomson–East Coast line (TEL) is a medium-capacity Mass Rapid Transit (MRT) line in Singapore that is currently under construction, being the sixth line to be built. The line was announced on 15 August 2014 by the Land Transport Authority. The fully underground line is 43 km long and consists of 31 stations, 2 Operation Control Centres (OCC), 2 Depots, and will be among the world's longest driverless rapid transit lines. The line is open in multiple stages with Stage 4 open for Revenue Service from June 2024 and Stage 5 in progress and it is operated by Singapore Mass Rapid Transit (SMRT). A complex and challenging project, Alstom will design, supply, install and commission the signaling Urbalis 400 Communications-based train control (CBTC) system and platform screen doors for Thomson Line. There is extensions planned for this line in future.

 

OVERALL PURPOSE OF THE ROLE:
Lead the ATS Team onshore and offshore to develop and deliver the Automatic Train Supervision (ATS) Subsystem in line with the Project Roadmap. ICC Leader role combines a leadership role with a technical one, mainly because he/she is the technical leader of the ATS engineering Team and at the same time, responsible for the close coordination with the Custormer, Project teams, System teams and ATS Subsystem team. 


RESPONSIBILITIES:

  • To lead the ATS Engineering activites including technically assess the contractual scope of the project for ATS subsystem and manage the ATS solution including specific and generic solutions, in line with the project specification, cost and performance commitments. 
  • Define and agree on the ATS Development roadmap that needs to be delivered as per project needs.
  • Manage the Project ATS Development activities for internal products / modles and project deliveries for customer, ensuring inline with process abd QCD commitments
  • Lead analysis of the issues and defect identified during factory validation and site testing.
  • Support testing and investigations at site and validation platforms.  
  • Ensure technical coordination; between different internal teams and customer,
  • Ensure correct design choice is made and reviewed with Design Authority
  • Apply and contribute to improvement of the Development processes, methods & tools as defined by the Methods and Tools organization
  • Participate in ATS Design Reviews, Participate in proofreadings and reviews of documents
  • Manage ATS Configuration, Change Management and deliveries: establish and maintain the configuration baselines, perform configuration reviews, lead the Control Board (CCB).
  • Manage the interface with the project core team
  • Contributes to continuous improvement

 

Qualifications & Skills:
EDUCATION

  • Master or Bachelors Degree in Engineering with a major in computer, electronics or telecom

 

TECHNICAL COMPETENCIES & EXPERIENCE

  • Strong experience in design and deployment methodology (V cycle, SysML, requirement management)
  • 15 years experience in delivery of software for control centers for rail projects
  • Strong knowledge on Automatic Train Supervision (ATS) system, both operationally and functionally.
  • Good knowledge on signalling system (interlocking, ATC and ATS),
  • Knowledge of technical element linked to modern Railway Signalling (IP networks, embeded software, XML technology, Cybersecurity)
  • Rail industry background is a must
  • Knowledge of railway signalling industry standards
