Purpose of the job

 

The Integrated Logistics Support (ILS) Manager acts within the boundaries of the contract to support the Service Deliver Manager (SDM) of the R151 LTSS for the delivery of contractual services for the 106 MOVIA Metro Train sets to the customer, SMRT North South East West Line (NSEWL) To this effect, the ILS Manager of R151 LTSS contract, functions as a critical member of the Project Core Team in the successful completion of their assigned tasks within schedule, allocated budgets and scope to the required quality. The ILS Manager is responsible in ensuring adequate materials level for all planned maintenance tasks and work alongside the Authority / the Operator’s fleet maintenance planner to align material forecasts with fleet maintenance plans, ensuring adequate stock levels are available at the correct times.  The ILS Manager shall provide vital support to the SDM to ensure Project Core Team members have sufficient financial and reporting governance and to ensure all risks and opportunities are properly addressed and mitigated. 

 

Key responsibilities

 

1. Functional duties to the LTSS team:
- Responsible for planning and the implementation of a proactive obsolescence management programme that includes identification and review of known and potential obsolescence issues, a process to track and resolve spares obsolescence issues, mitigation actions to address existing and potential obsolescence issues and any other action plan necessary within boundaries of the LTSS contract
- Responsible for developing and maintaining a material demand forecasting system to ensure adequacy of inventory levels in accordance to Operators’ planned maintenance packages.
- Responsible for inventory optimisation to maintain contract inventory service level
- Responsible for performance tracking to ensure parts availability to avoid impact to fleet reliability/availability.
- Responsible for place requests for the off-site repair of assemblies  
- Responsible in reporting of ILS performance to the Project Core Team

 

2. Leadership duties to the LTSS Team:

-Responsible for working alongside the Authority / the Operator’s fleet maintenance planner to align material forecasts with fleet maintenance plans, ensuring adequate stock levels are available at the correct times
- Responsible for all communication with the LTA/ Operator regarding all ILS contractual obligations

 

3. Specific responsibilities to other Project Core Team roles:
- It is also the mandate of the ILS Manager in co-ordinating all ILS activities to streamline the allocation of work packages between the roles and the day-to-day delegation of special tasks to the Core Team members in order to optimize the total project
- The ILS Manager has a specific communication responsibility to the Project Managers of contractual partners.

 

Education

 

•Degree level or suitable related working experience 

 

Relevant experience required


•Good communication skills at all levels.
•Customer management and delivering high standard of service
•Typically proven leader in ILS Management
•Working experience either in Project Management, Engineering Services, Life Cost Cycle Analysis and ILS
•Proven track record of successful delivery and operational performance
