We are currently looking for a Procurement Manager (f/m/d) for our location in Siegen, Germany
The Procurement Manager independently manages the Buyers in a disciplinary and professional manner. In the area of disciplinary management, he/she is responsible for ensuring holiday approvals, travel planning, training needs, discussions after returning from illness, timely implementation of PMPs and employee development. The manager thus assumes responsibility for his entire team and its area of responsibility. He works on the improvement and standardization of internal processes and helps to clarify content-related problems. He ensures the procurement’s performance, through the implementation of cost reduction measures, risk minimization, timely delivery and safeguarding of production in the projects. He also ensures that cooperation with suppliers is continuously improved, as well as constant optimization of the purchasing process, and supports his employees with all questions relating to day-to-day business.
Responsibilities:
Organizing and supervising purchasing functions:
- Organize the implementation and application of the Purchasing processes
- Analyze existing purchasing processes for performance
- Implement improvements to existing purchasing processes
- Coordinate the activities of the regional Procurement team
- Review contractual conditions to insure best outcome
- Escalation point for regional procurement team
- Attest staff needs and ensure hiring process
- Oversee the daily workflow and schedules of the department.
- Conduct performance evaluations for the team
- Manage Claim escalation
Set up full supplier selection process:
- Lead Supplier negotiation for escalated or sensitive topics
- Monitor Procurement project QCDT & legal project evolution (FAI, Business Award, Product development)
- Ensure work package sheet commitment is respected
- Support Business Award preparation
- Evaluate and approve purchasing conditions for supplier award
- Promote the Alstom Code of Ethics and adhering to the highest standards of ethical conduct.
- Coordinate project with all métiers
- Ensure the on-time delivery and quality are secured especially during the ramp-up phase of the project
Support commodity strategy:
- Consolidate the commodity needs, inputs
- Insure commodity strategy and panel elaboration fits to the regional needs
- Support of Commodity Manager
- Represent the Procurement towards the internal stakeholders
- Ensure effective teamwork with internal customers in problem solving
- Apply the Alstom Procurement process and provide return on experience.
Build Supplier relationship;
- Support global supplier panel relationship
- Manage specific supplier panel relationship (negotiation, specific agreement, local supplier QCDT performances)
- Ensure and manage supplier's performance and Supplier development in coordination with supplier Quality Team
- Assess properly all risky suppliers and manage the associated mitigation plan
- Manage escalation for supplier issues
- Monitor Corporate Social Responsibility engagements and deviations
- Respect Alstom code of ethics and guidelines
Performance measurements:
- Savings P&L and Cost to Complete
- Non Conformities Event and On Time Delivery
- Panel situation Supplier compliancy status rate
Our ideal candidat:
- Marter’s Degree in Engineering or Commerce with commodity related background.
- Relevant experience in a previous role, within the manufacturing industry
- English and German language required. Other languages such as French are a plus
- Strong management’s skills
- Capable of leading global negotiations for high value contracts
- Strong knowledge of the key aspects of procurement processes
- Ability to understand value streams, cost drivers and how to break down cost structures
- Ability to understand and develop legal contracts
- Results driven, self- starter, problem solver with proven ability to drive projects to a successful conclusion
- Team oriented and excellent communication skills are essential
- Flexibility to travel on short notice
- Demonstrated proficiency in Microsoft office products with an emphasis on Excel.
