Purpose of the job:

The Entity in Charge of Maintenance (ECM) Manager (m/f/d)  DACH is responsible for the adherence of ECM requirements to the Regulation (EU) 2019/779, but also for additional internal ECM requirements in future or when it comes to sub-contracting. He/she provides input about resources and system requirements to Bid Management for Fleet Maintenance Contracts. 

He/she acts also as an interface to the central Services Product Line and the related global ECM network and coordinates ECM activities within Services Bogies & Drives.


Key responsibilities:

  • Entity in Charge of Maintenance (ECM) Manager with Services Bogies & Drives.
  • Monitor news about Entity in charge of Maintenance regulations, the published ECM guidance and changes to laws and standards which affect our Services Contracts and notify the necessary projects and functions of changes which might affect their operations. Processes must be in place and adhered to meet the company’s legal obligations.
  • Takeover tasks related to the „keeper“ according to Directive (EU) 2016/797, Article 47
  • Keep regular contact with the ECM I, II, III and IV nominated individuals in the projects to ensure that they understand their obligations and are following the required processes.
  • Ensure that projects compile the necessary data to allow the ECM function to create reports which meet our legal obligations. Compile the monthly and annual ECM KPIs and reviews for internal and external ECM customers including the regulatory bodies. Obtain internal approval and signoff for external reports.
  • Work with quality to ensure that Project Audits cover the whole range of ECM obligations and to check that the audit schedule meets the requirement of ECM reporting.
  • Audit sub-contractors (if needed) and follow-up in case of deviations.
  • Identify gaps in ECM within Services Bogies & Drives and develop a roadmap with clear priorities and roll-out/deployment plans.
  • Work with the Bid Team and prepare and submit input in case of ECM requirements and their impact.
  • Support Sales/Tender team with preparation of or participation on customer meetings.
  • Act as an internal expert and advisor for ECM topics for other DACH Services functions and business units.
  • Establish a good relationship with the global ECM network. It is Alstom’s objective to have a common approach to ECM across the company. Detailed processes will necessarily be different as different countries have enacted ECM legislation in slightly different ways.


Educational Requirements: 

Degree / Graduate in Engineering or equivalent


Desired Knowledge / Experience

  • Min. 5 years relevant experience in the railway industry
  • Knowledge of railway processes and standards, train maintenance systems and train design
  •  Experience of the operation of the Services in railway industry, its organization and operation
  • Knowledge of Railway and Employee Safety
  • Knowledge of DVO (EU) 2019/779 Entity in Charge of Maintenance (ECM) and in addition “Eisenbahnrecht”
  • An ability to work on multiple bids and projects at any given time.
