PURPOSE OF THE JOB:

  • Manage, perform and ensure the activities related to safety assurance in the Projects and Programs (products and systems) of his/her region
  • Deliver safe solutions (Projects and Programs)
  • Support CASCO safety development roadmap and support for their projects and programs safety activities
  • Manage Safety resources (SAMs, SAEs) in skill and quantity (workload and delivery on time) (*safety manager can be shared between Regional Center (RC) and Development Center (DC))
  • Manage budget (headcount and project/program cost

 

MAIN RESPONSABILITIES:

Key accountabilities (For RC or DC):

  • Support CASCO and Alstom team in any works related to safety analyses and safety issue management
  • Support CASCO development roadmap for safety activities
  • Support delivery of safety cases from both Alstom and CASCO for Chinese business (U888 and Qiji)
  • Manage the workload of Safety Resources and allocate the resources in accordance to RC budget (firm/tenders) or DC R&D budget
  • Manage/approve QCD commitments for Bids/Projects and Development
  • Develop and Maintain Safety Resources Skills, manage training and mentoring
  • Ensure proper application of the safety assurance methodologies (risk acceptance criteria, safety analysis, verification and validation) and application of Signalling/ADM Safety Instruction        
  • Deploy Safety Process, Method and Tools in accordance to Central rule and Safety Instruction and propose improvements based on REX (Return on Experience)
  • Act as the Safety Process Correspondent (if no other has been appointed) and manage Process reviews
  • Ensure convergence between Program/Products and Projects for safety-related topics (Srac, scope, interface, schedule…)
  • Provide Technical Expertise
  • Ensure Customer (internal or external) Safety Acceptance
  • Review safety issues and support root cause identification and mitigation measures
  • Review/validate all Safety Analysis as per Safety Instruction 
  • Implement the Safety Management Cycle defined by Safety Directors
  • Maintain periodical reporting

  • KPI SAF 004 - Late Safety Requirements Identification   
  • Safety reviews OK
  • Respect QCD commitments and OTD/DOT milestones
  • Compliance to process (through Inspections, process reviews…)
  • Quarterly Dashboard including
    • Competency matrix
    • Workload vs capacity 
    • Consultant ratio
    • Expertise WCE
    • Process maturity/Adherence
  • Alignment with Delivery Plan roadmap
  • K1 management

 

Educational Requirements:

  • Advanced University or Engineering degree
  • English operational in reading and writing for technical documentation
  • System, Electrical, Electronics, Electromechanical engineering knowledge

 

Experience Requirements:

  • Experience in team management
  • Mastering full engineering cycle (from specification to validation tasks) and related interactions
  • Mastering Cenelec Standards for Safety (or equivalent standards if needed: AREMA, IEEE, European TSI, etc ) and safety methodology & concepts/principles
  • 5 years successful experience in safety assurance including 2 years in Railway business
