ISR is ALSTOM function that produces ILS (Integrated Logistic Support) deliverables for rolling stock vehicles such as Maintenance Plans, Spare Parts Lists, Special Tools Lists, Use and Maintenance Manuals, Spare Parts Catalogues, Customer Trainings on use and maintenance.

 

Purpose of the job

Preparation of technical publications (including information collection, authoring & illustrations) as project tasks consisting in creation of use and maintenance manuals and spare parts catalogues.

Organization and preparation of the Product Operation and/or Product Maintenance training dedicated to external Customers.

Elaboration of ISR Maintenance documents, aligning with and gathering info from Engineering and Industrialization stakeholders.

Respect of commitments about Quality of deliverables, Cost and Delivery (on time) of ISR work-packages within projects, executing ISR activity sub-sets.

Participation to tenders and offers preparation through ISR requirements analysis and quotation.

 

 

Main responsibilities

 

  • Drives the production of documentation deliverables such as system description manual, preventive and corrective maintenance manual, troubleshooting manual, operator manual, technical description and Illustrated Parts Catalogue (IPC).
  • Liaises with rolling stock Engineering department, other ALSTOM units and external suppliers to collect information input data needed to create ISR O&M (Operation & Maintenance) manuals.
  • Ensures that maintenance documentation is published using Alstom standard methods & tools.
  • Executes and manages Services deliverables along the life of the project, with respect to the Services ISR Documentation Management Plan.
  • Performs quality control/reviews of the O&M manuals before release to Rolling Stock or Services projects or final Customer.
  • Manages 3rd party documentation from sub-contractors input data.
  • Develops and implements the Services Documentation management plan for the project(s) in scope.
  • Manages relationships with ISR cross functional teams and internal and external stakeholders.
  • Monitors planning, cost and quality of the project documentation content in line with the Services ISR  documentation management Plan and provides corresponding reporting to Services Documentation Manager and ISR Project Manager.
  • Ensures coordination/consolidation of contributions from key stakeholders of the project (external suppliers, ISR project lead/Participating Units) towards achievement of the O&M manuals objectives on projects.
  • Ensures that project documentation databases are correctly populated within the relevant database/storage location.
  • Manages the Key Process Indicators (KPI) measurement, monitoring and tracking to meet Quality, Cost and Delivery (QCD) targets.
  • Supports ISR project leads to the preparation and conduct of the ISR Design Reviews and ISR work-package reviews for the O&M manuals.
  • Coordinates with ISR project lead and or Services teams to ensure customer satisfaction on Technical Publications O&M manuals.
  • Supports quotation of the O&M manuals content for ISR QCD commitment on tenders.
  • Supports the clause by clause analysis, risk assessment and QCD submission in tender phase for the Services Documentation as part of the ISR work package.
  • Supports continuous improvements initiatives implementation and periodic updates.
  • Manages Customers’ training: support trainers for training docs (training manuals, presentations, technical specifications); manages the training program definition and plans structured modules and lessons; executes trainings (at Alstom’s site or at customer place) on product operation or product maintenance, for selected sub-systems; coordinates trainers (internal or external): engineers and training Academy trainers, interfacing with suppliers and internal stakeholders.
  • Creates or manages the creation of MTA (Maintenance Task Analysis).
  • Manages the analysis and the synthesis of customer requirements in tender and project phases.
  • Develops and implements the ISR management plan for the given project(s).
  • Conducts the application of the ISR Design Reviews.
  • Ensures the achievement of life cycle cost commitments in compliance with the product selection and new build targets.
  • Cooperates with site sourcing teams to identify, engage and secure smooth collaboration with O&M manuals sub-contractors.
  • Coordinates with other Métier or Function teams within new build projects for the implementation of the ISR processes;
  • Ensures coordination of ISR Sesto site with other sites, along with allocated resources, contributing to the achievement of projects obligations on the ISR scope (Documentation, Training, LSA, Special Tools and Spare parts)
  • Ensures production of REX reports upon completion of ISR work-package execution, with a focus on updating the applicable ISR Reference Library, identifying needs for process improvements, and proposing possible best practices to be adopted.
  • Supports ISR Bid Manager in tender phases, ensuring ad-hoc production of ISR commitment & deliverables on tenders.

REQUIRED COMPETENCES

Educational Requirements

Mandatory

  • Engineering University Bachelor or Master Degree or equivalent qualification
  • Experience in Technical Publications or Engineering Department   

 

Desirable

  • Knowledge of Technical Publications (O&M manuals)
  • Knowledge of Service Engineering and Maintenance processes
  • Knowledge of Project Management
  • Knowledge of project planning and Customer training organization

 

Experience

Mandatory

  • Technical knowledge on maintainability aspects
  • Minimum 1 year experience (Engineer) on engineering roles or engineering Work Packages management on projects
  • Direct customer interfacing (internal or external)
  • English (working level as a minimum); fluent Italian
  • Working in diverse and international environment

 

Desirable

  • Experience in ISR/ILS - Process, Standards & Tools
  • Experience in Rolling Stock Maintenance, and ideally of operation within a maintenance contract
  • Experience in new build project stakeholder management
  • Experience in Customer interfacing (internal or external)
  • Experience in Supplier management
