Purpose of the job:

The Turnkey Temporary Operation Referent is to support project temporary operation manager (TOM) into setting the relevant temporary operation rule book and organisation to ensure a safe working environment from the time a subsystem is energized and when there is possible train movement in a site area. He / she shall provide to project TOM guidance and expertise into setting this rule book and associated procedures, review the adequacy of those procedures in the project application and provide project guidance to ensure smooth transfer from Temporary operation organization to definitive operator organization. This position in central is to be referent in terms of temporary operation among the Validation Test and Acceptance (VTA) platform.

Main responsaibilities:

 

 

 

  • At early stage of the project, establish and validate the relevant temporary operation rule book that will have to be developed.
  • Participate into the recruitment of the project temporary operation manager
  • Assist and validate as a referent the System Temporary Operation rules and procedures related to the scope of work in order to protect the staff, the workers and the public (tramway project) against railway vehicle movement and the danger of live parts and live equipment
  • Participate into the training of the System Temporary Operation team
    • To control the works along the tracks, in depot, in stations and substations
    • To operate the traction power supply locally and remotely from the Control Center
    • To operate the Signalling manually on site, from the station operation rooms and remotely from the Control Center
  • Support the project into the proper site implementation of the Temporary Operation Rule book. (Site visit, Audit…)
  • Make available and help to apply on projects tools and best practice to manage the temporary operation real time activities (Roasters, Space time diagram, logbooks…)
  • Capitalize the best practice, know-how and rex especially during the latest T&C period ie Carousel running close to the final operation
  • Loop back to engineering operation (Operation and Maintenance Principle Description) the site operation performance versus the simulation (time table…)
  • If required, can be involved to be acting as a temporary operation manager on a project
  • If required, can be involved into final operator procedures or instruction reviews

 

Qualification & competencies - Expected Level

Educational requirements

Relevant Degree, Engineering discipline desirable (Master's Degree in Engineering)

 

Desired knowledge / Experience

  • Broad knowlegde of the railway projects
  • Minimun 10 years in the field of operation (Chief OCC...) and / or operation during T&C phase (temporary Operation) with a level of senior expert
  • Has experienced the transition of a project from Design & Build (D&B) to Operation & Maintain (O&M)
  • Strong knowledge of Environment, Heath & Safety on Construction site
  • International project experience
  • Management and leadership skills
  • Essential to this role is also the ability to apply Alstom processes, values and E&C
  • Excellent English communication skills (written and spoken), French and/or other language is a plus
