Purpose of the Job:

 

As Tender support

  • Provide support to Region all along the Tender process specifically for construction’ methodology and scheduling
  • Define, if Region cannot allocate the Construction resources,  a suitable sequence of works / tender methodology that will be later on transferred into tender project schedule
  • Assist Bid planning manager to prepare 1st time chainage (estimated duration for main activities)
  • Instruct and coordinate with the product lines (PL) sub-systems to perform the estimation with homogenous and validated assumptions
  • Coordinate with partner(s) Construction activities (CW partner) & phasing
  • Support on a technical point of view the narrative explaining the Schedule

 

As Project support

  • Provide support to Region at early stage of mobilisation of the OPC team in terms of
    1. Construction staging / sequencing / phasing
    2. Construction monitoring
    3. Construction coordination

Perform Peer Review with the OPC team / Construction team allocated to a project to evaluate the maturity of this cell and how/what they have to improve

 

Performance Measurement

  • On-time delivery for each bid of:
  • Overall Method Statement associated to the Schedule
  •  All construction requirements that may be requested additionally (site facilities definition, workload, support to Test & Comm …)

 

Responsibilities: 

 

As Tender support

  • Structure a sequence of works to be the basis of the schedule, by gap analysis from the reference solution, standard method statement or by the experience capitalized from previous projects taking into account “Share of Work” between entities/ partners
  • Review with PL sequence of works / methodology / Plant & Tools and get their approval from each PL before schedule issuance
  • Based on the critical path, to provide a technical support for Risk Mitigation and/or Alternative that may be considered for the Planning Review before submission
  • Identify and propose optimization & mitigation construction wise
  • Assist the Bid Manager during negotiation with Consortium Partners up to get the proposal submitted.
  • Assist the Bid Manager during negotiation with Consortium Partners and Client up to get the contract signed.
  • Contribute to Return of Experience (ROE), shared practice
  • Contribute to the consolidation of the reference database
  • Coaching and guiding Construction Managers whenever needed
  • Challenge partner construction schedule (access dates for ALSTOM activities)
  • Ensure key links with partners are in place (e;g; access to technical room)

 

As Project support

  • Throught the deployment of a Roadmap, assess the implementation of :
    • The EHS plan (including P.P.E., specific training) by construction teams and closure of EHS issues identified on
    • The Construction Quality process follow-up (CGR, FEI, IQA, 4M, Non-Conformity)
    • Coordination of all Alstom construction activities
    • Site management (hand over & hand back and follow-up of open comments with relevant parties / management of conflicts between Alstom entities and Civil/Alstom
    • Audit on work sequencing (in line with delivery of Project Master Schedule) and /or  proposal of construction schedule mitigations / actions
    • construction progress
    • Monitoring with Project Engineering Manager readiness of construction interface and method documentation
    • best work practices and Return of Experience shared between entities (SYS & CW)
and based on the roadmap, coaching & guiding of construction staff

 

Knowledge & Experience

  • Construction coordination on railway project background
  • Good overall knowledge of railway systems, projects and technologies
  • Knowledge of the scheduling methods (Time Chainage, GANTT) and tools (MS Project, Primavera, Tilos …)
  • Good communications and interpersonal skills
  • Conflict management and multi-tasking
  • Team management
  • Sense of urgency
