Purpose of the Job
Alstom is deploying worldwide its railway systems and infrastructure activities. As part of the Digital & Integrated Systems Product Line, the Infra & Telecom platform is responsible to develop competitive slab track solutions and support the Regions from Business Development to Project Execution. These cover conventional urban and mainline railways.
The purpose of this job is to manage the track Reference Library, Reference Solutions and sustainability programs, participate to improve the competitiveness of the track solutions, train the worldwide Alstom track community for using properly these tools.
The Reference Library and References Solutions are the corner stones of Alstom methodology to capitalize the know-how, the Return of Experience from tenders and projects, to build competitive offers, to successfully deliver the projects. As such, the Track Competitiveness & Sustainability Leader is a key position within the platform organization.

Hierarchical: Reports to Trackworks Solutions & Competitiveness Manager.

Key parameters in the measurement of success are:
- Capitalization and incorporation of return of experiences within reference solution, competitiveness improvement to be quantified/compared versus previous version.
- KPI of trainings Track platforms/regions/projects/tenders members in a regular basis.
- KPI of documents created/updated/modified within the ref lib, as per assigned priorities.
- Evaluation of the regular update/creation of reference solutions, assumptions implemented and competitiveness improvement quantification.
- Sustainability programs actuals versus planned activities, in terms of budget, planning and deliverables.
- Business model evaluation at inception phase, comparative vs current solutions/products in terms of competitiveness.
- Evaluation of competitiveness at tender stage for track products and solutions.
- Planning review (productivity rates) versus ref sol productivity, gap identification and justification if needed for project and tenders.

RESPONSABILITIES
Reference library
- To manage the information of the platform within the Ref Library, to develop a road map and instructive to enable the Alstom track internal community to consult our reference library as per their convenience for tenders and projects.
- To update the information as per Track platform and D&IS strategy, aiming to increase the competitiveness of our solutions.
- REX elaboration, from tenders and projects aiming to be implemented within Reference library documentation.
- To establish a master file with all the information from Track Platform members.
- To train platform/region/cluster for correct usage of Reference Library.
- To prepare the reference library half year reviews, highlighting achievements and forecasted planning.
- Promote Reference Library usage among regions/clusters and track platform.
- Conduct surveys to monitor use and satisfaction related to track reference library.
Reference Solutions
- REX implementation of the quantitative data, with relevant information, organization charts, constructions rates, challenges, difficulties, action plans implemented and conclusions of the analysis.
- Update and create track reference solutions if needed:
- Costing of the solution, with gap analysis.
- Create documentation with support of track technical office and other stakeholders.
- Update of the reference solutions as per updated costs of hourly rates, main components suppliers’ costs, quantitative data from REX’s.
- Create a sub chapter for our existing Reference solutions oriented to Bundle and Infra Standalone project configurations.
- To train platform/region/cluster for correct usage of Reference Solution.
- To prepare the Reference Solution half year reviews.
- Promote the usage of Reference Solution among regions/clusters and track platform.
- Conduct surveys to monitor use and satisfaction related to track reference solution.
Project & tender activities
Ensure that documentation from the track reference library and reference solution, is correctly used for all tenders and projects where Trackworks solution are offered.
For tender phase:
- Support to bid team to build the track costing.
- Evaluate competitiveness including Gap Analysis versus our conventional Reference Solution.
- Ensuring documentation used within Track platform for tender submission is within Reference library guidance.
- Detail the tender planning based on reference library, gap analysis and tender strategy.
- Highlight the critical path and risks linked to the project planning.
- Detail analysis in the project schedule interfaces with partners and customers.
- Deliver on time all schedule deliverables down to the requested level.
For project phase:
- Support projects to implement documentation available from Reference library.
- Analysis of productivity for track installation, design, and management versus mobilization plan and in accordance with reference solution.
- Ensures that Return of Experiences is being considered within project phase for construction methods, suppliers selection and track project organization.
- Build the project schedule based on internal standard WBS, contractual targets and data provided by Project Planning Manager.
- Perform schedule analysis to identify gaps (Actual vs Base line).
- Sustainability Activities.
- Support to innovation activities when needed,
- In charge of Training modules, to be updated, imparted to Track platform and regions.
- In charge to support Eco-design team within Alstom network.
- To prepare sustainability half year reviews.
Organisation, Market and Business Understanding
Educational Requirements : Civil/ Mechanical Engineer.
Desired Knowledge / Experience
- Knowledge of all stages of Railway projects, specific in Track projects.
- Networking/working across regions and organizations in any kind of structure.
- 5 years of experience of trackwork solution.
- International experience is an advantage.
- Costing & Bid Experience is an advantage.
- Knowledge of Infrastructure for Railway projects.
- Knowledge of Systems for Railway projects.
- Understanding of Track Works Interfaces.
- Planning/Scheduling
