Introduction

We manage the widest range of solutions in the market – from high-speed trains to metros and tramways – customized services (maintenance, modernization,…) infrastructure and signalling solutions.

 

As the world leader in the supply of integrated urban mobility systems, Alstom have been awarded several integrated metro projects in over a decade in cities such as Guadalajara (Mexico), Riyadh (KSA), and tren maya ( mexico), Panama (Metro L. 1&2) and many others world wide. To further contribute to high magnitude international growth opportunities we are now looking to recruit a Systems Bid Director for our Systems Platform.

 

Overview / purpose of the job :

As a member of HQ Systems platform bid teams supporting all Alstom Regions world wide:

- Deliver a winning bid to Region in charge, with a clear scope, accurate QCD commitment and within the allocated tender budget

- Assemble QCD commitment (solution definition, cost, delivery schedule) implementing tender strategy defined by the company

 

Specific responsibilities of the role: 

  • Position in the Organisation : reports to HQ Systems Platform Bids & competitivness  Director

Work together with the Tender Leader in implementing Company strategy/objectives for the tender, raising blocking issues and proposing solutions in order to get Management arbitration.

  • When Alstom is member of a consortium: participate to consortium coordination meetings, agree clear share of works with partners for bother Tender and Project works, make sure consortium instructions are properly cascaded/implemented within Alstom teams, contribute to consolidation of the offer with partners.

 

In any cases:

  • Lead the Bid Team involving several Alstom businesses and coordinate tender works while allocating clear and appropriate targets to team members
  • Drive offered solution definition by capturing Client’s Requirement in detail, implementing Reference Solutions and addressing gaps to secure requested level of compliance
  • Monitor the QCD commitment to be offered and obtain commitment for each involved entity: identify gaps, define working instructions with target costs, challenge contributors, ensure that all commitments are secured and properly documented, trigger gate reviews from Go decision to Offer submission
  • Deploy a robust risks assessment mechanism while identifying savings and opportunities and propose a viable plan to overcome main risk/obstacles anticipated for project execution
  • Submit the Proposal to the Client including offered solution description, Project implementation schedule, Clause by Clause with compliance assessment, contractual documentation and financial offer
  • Contribute to clarification then negotiation to contract signature: check feasibility of changes, update QCD commitments and share of works, update economical submission while ensuring traceability and securing final review of the contract documentation before signature
  • Following Client’s final decision, transfer the contract to the Project team when successful and contribute to return of experience through the Win-Loss Analysis in any cases
  • Deliver accurate and transparent reporting to the Management concerning tender progress and main stakes
  • Deploy Alstom instructions and applicable policies such as Tender Management process, Code of Ethics, EHS policy, Railway Safety, etc… .

 

Educational Requirements : 

  • Master's degree in Business Administration or Engineering

Experience 

  • 4 years Bid Management experience in complex tenders
  • Confirmed experience in working on international businesses in consortium

 

Competencies & Skills 

  • Able to work under pressure and meet deadlines
  • Dynamic team player
  • Ability to influence, negotiate and communicate at all levels of organization in internal environment
  • Languages : English, French (important), Spanish (important)
  • Able to honor frequent travelling in Export/Far Export countries, lasting from 1 (frequent) to 3 weeks (occasional) in general.
