Purpose of the Job
The Buyer will manage the RFQ/supplier selection process and ensure the timely placement of purchase orders and delivery of materials to meet customer order requirements as well as ensuring that project execution is in line with Quality, Cost and Delivery objectives.
The Buyer will also be required to pilot the contractual relationship with suppliers.
The scope will be related to projects located in South Africa for locomotives and in Israel for locomotives and suburban trains. Suppliers will be mainly located in Germany and german-speaking countries.
 
Organisation Structure
Organisation: Reporting to the Delivery Centre Manager (Procurement/Supply-Chain) 
Main office location: Saint-Ouen, France
Mobility: Visits of suppliers ’premises in Western Europe, mainly Germany, from time to time
 
Internal and External Stakeholders
Sourcing local and central teams, Suppliers, Projects team, Supplier Quality, Supplier Development, Supply-Chain, Quality, Engineering, Legal, Finance, etc.

Responsibilities and objectives
 
Supplier relationship:
  • Identification of project and business needs.                                                                                                     
  • Preparation and launch of Request for Quotation with suppliers using standard tools.
  • Negotiation of cost reduction with suppliers.
  • Inputs provider/contributor for order placement.
  • Ensure Quality, Cost & Delivery targets achievement, CONQ (Cost of Non Quality) & claims management.
  • Lead supplier Quality, Cost & Delivery performance reviews.
  • Management of initial issues before escalation.
  • Respect Alstom code of ethics and guidelines.
 
Commodity support:
  • Consolidation of commodity needs & inputs.
  • Active participation to commodity strategy and panel elaboration.
  • Represent the commodities towards projects, platforms and solutions.
  • Effective teamwork with internal customers and stakeholders in problem solving.
  • Apply the Alstom Procurement process, and provide return on experience.
 
Involvement in projects:
  • Closely work with sourcing project representatives (internal customer).
  • Ensure work package commitment respect.
  • Ensure QCD targets.
  • Lead assigned sourcing projects and drives them to successful completion, including market analysis, RFQ process, negotiations, contract creation, and contract management.
  • Help to develop category strategies with relevant Sourcing Manager/Commodity Manager
  • Drive cost-saving initiatives to align with company goals
  • Adhere to budgetary constraints
  • Evaluate supplier capabilities, cost structure, risks, and potential partnership
  • Drive supplier scorecards / ratings on an ongoing basis to measure supplier performance
 
Procurement activities:
  • Place the purchase orders in SAP
  • Creation of suppliers in the system
 
 
Business understanding and desired knowledge/experience
  • National Diploma in Purchasing (licence or master) or equivalent.
  • Minimum 4/5 years of experience in Purchasing, or same/similar Industry work experience (e.g. quality/supply-chain/engineering/costing/etc.).
  • Purchasing professional background and/or Quality /Supply Chain/Engineering background.
