As part of our Alstom Digital & Integrated Systems business, the Saint-Ouen Development Center (URBAN Center of Excellence) is in charge of Developing the main Alstom Urban CBTC Signaling Solutions (including Urbalis 400, a system deployed on more than 100 projects worldwide) and Supporting all regions for Bids & Project execution.

 

Urbalis U400 is the CBTC solution chosen for PERTH new project in Australia.

PERTH Program Manager oversees U400 dedicated development activities for PERTH and supports project deployment during Test & Commissioning, Trial Running, Revenue Service and Warranty phases. He/she is based in Saint-Ouen, France with strong link with on-shore project team in Australia. His/Her main missions and responsibilities are:
 

  • Drive QCD execution of PERTH program baseline (systems and products) and secure Program Delivery Plan

 

  • Structure coordination of Baseline Core Team

 

  • Regular Interface with Product development teams (and other Program Managers as needed)

 

  • Propose and maintain detailed roadmap (development & sustaining) aligned with Solution & Project needs

 

  • Manage, control and execute Baseline QCD (Quality Cost Delivery) in compliance with QCD commitments

 

  • Manage Delivery On-Time (IOT/DOT - IOTi/DOTi) commitment and changes

 

  • Coordinate Program Work Packages, risks and mitigation plans with concerned metiers

 

  • Ensure a close coordination between PERTH Program and Project teams

 

  • Operationally manage the Metier resources allocated to the program, provide leadership and ensure that the program teams fulfil efficiently its duties, including Projects technical support

 

  • Manage regular workload/workforce follow-up for PERTH and effective PIO between the sites (STO and Bangalore)

 

  • Applies process, methods and tools as referenced by the program plans
     
  • Implement effective governance cycle with structured KPIs/Dashboard to report

 

  • Ensure and drive regular Program Reviews (together with URBAN Platform management and Development Center director) to report Program operational execution and QCD consolidation

 

  • Propose and drive improvement action plans in Program (efficiency, competitiveness)

 

 

Mandatory:

  • At least 2/3 years experience in System/product Engineering or project/Program management in digital/railway/automotive/aircraft
  • Engineering background including project deployment full lifecycle view
  • Hands-on experience on functional or hierarchical team management
  • Cost and planning control experience in engineering scope
  • Hands-on experience on Customer relationship on deliverables and scope management
  • 3/5 of experience in engineering or industrialization ; or in support function when high level of activities were performed

 

Desirable:

  • Products and services knowledge on different market segments (Urban, Mainline, F&M, Network and Telecom - N&T)
  • Economics financial in R&D environment (Return on investment, decision making…)
  • Engineering product development full lifecycle view
  • Safety background
  • Hardware, Software, IT technology background
  • Knowledge of main development management methods
