General Mission 

The Operations manager  collaborates with the O&M Director to oversee all maintenance, operations, supply chain, engineering, and cybersecurity activities related to railway systems (rolling stock, infrastructure, and signaling systems) within the airport. They ensure the safety, reliability, and performance of railway operations while guiding teams towards a culture of continuous improvement and innovation.

Main Responsibilities

1. Operational Management

   • Develop an operational (short-term) and strategic (long-term) plan to ensure the efficiency of processes related to rail services.

   • Coordinate all operational activities, including departures and arrivals, to ensure smooth service.

   • Implement contractual Key Performance Indicators (KPIs) as well as those relevant to the project's performance and regularly monitor their progress.

   • Analyze performance gaps, identify underlying causes, and propose corrective actions.

2. Maintenance Supervision

   • Develop and supervise a preventive and corrective maintenance plan for all rail equipment (rolling stock, infrastructure, signaling systems).

   • Implement and ensure the execution of maintenance for critical systems in collaboration with the technical teams.

   • Monitor the maintenance intervention schedule and ensure that all operations are carried out in accordance with established procedures, rules, and standards.

   • Ensure the deployment of IT standards and solutions in accordance with Alstom recommendations (particularly CMMS).

   • Implement regular audits of maintenance activities to guarantee compliance with railway safety and operating standards.

3. Financial Management

   • Collaborate in the preparation of the operating and maintenance budget, ensuring its alignment with the airport's strategic objectives.

   • Conduct detailed financial analyses to monitor costs and identify opportunities for financial optimization.

   • Provide monthly financial reports to the General Manager, highlighting performance, budget variances, and future forecasts.

4. Safety and Compliance

   • Ensure that all operations comply with applicable railway and airport safety standards.

   • Develop incident response and intervention procedures for each type of potential event (accidents, breakdowns, etc.).

   • Promote a safety culture within teams through training, workshops, and awareness campaigns.

5. Coordination and Communication

   • Interact with other airport departments (security, human resources, passenger management) to ensure the integration of rail operations with other airport activities.

   • Serve as the point of contact for external partners, such as railway companies, suppliers, and public authorities.

   • Participate in the development of crisis management plans in the event of major incidents, ensuring seamless communication between all stakeholders.

6. Team Management

   • Participate in the recruitment and training process for new employees to ensure they are fully capable of performing their duties safely and effectively.

   • Regularly evaluate team members' performance, conduct annual reviews, and identify professional development needs.

   • Foster a cooperative atmosphere within teams.

7. Innovation and Continuous Improvement

   • Monitor trends and technological developments in the rail sector to promote their integration into operations.

   • Lead continuous improvement projects aimed at optimizing processes, reducing costs, and enhancing the customer experience.

   • Identify innovative solutions that can improve operational efficiency and optimize resource utilization.
