Purpose of the job:
Responsible for the Tram & Metro systems within Train Operations and System Maintenance (TOSM) department in the Services Product Line:
- Creating, maintaining and delivery of the reference libraries and their continuous monitoring versus Quality, Cost & Delivery (QCD) objectives
- Managing competitiveness plans on the platform’s products, reference libraries and reference solutions: driving during product development, implementation during tender preparation, monitoring during project execution
- Support pre-tendering / tendering activities and start of projects with reference libraries.
- Collecting Retrun of Experience on relevant Projects
Key accountabilities:
Competitiveness on Reference Library
- Assist the Product and/or Solution Manager in developing, implementing, and continuously reviewing the Reference Library regarding Quality, Cost & Delivery aspects: allocate responsibilities, track the achievement of cost targets for each contributor, and update the Reference Library with confirmed cost variations.
- Deliver competitiveness action plans on behalf of the Product and/or Solution Manager, including the development and presentation of business cases for new competitiveness initiatives.
- Provide support to the Product and/or Solution Manager as needed for any costing activities, including quick costing estimations during the pre-tendering phase.
- Prepare and present Ref Lib reviews (with Competitiveness Director), according to the standards and the calendar defined
- Adjust the dimensioning tool according to user or RFP requirements to enhance the suitability of the Reference Library in terms of competitiveness and usability.
Competitiveness on Tenders and Projects
- On support to the TOSM cost manager (when existing)
- Assist the TOSM Platform during the pre-tendering and tendering stages by providing on-demand quick cost assessments, target costs, and target allocations to stakeholders using a "top-down" approach with data from the Reference Library.
- Hold reviews with bid cost managers to check QCD offering is aligned with Ref Lib
- Conduct a gap analysis, when applicable, during the tender stage to assess the relevance of the quotation.
- Monitor the gaps between Ref Lib and Tender solution, and propose new competitiveness action plan to reach the target cost
- Support to Projects on cost analysis, competitiveness action plan (task force, assessment, Design to cost activities…)
Return of experience
- Participate to analysis/benchmark of competition offering with Services Product Line Market & Portfolio director
- In coordination with the TOSM Platform members, ensure that the ROE of projects is integrated into the Ref Lib (cost, planning, etc) and reorient action plan if needed
Educational Requirements
- Engineering degree and/or Business School
Experience
- Minimum 5 years of experience in industry
- Good knowledge in Excel
Competencies and Skills
Technical:
- Project Management and / or Industry background
- Ability to recognize product and associated costs, and understand operational flows (engineering, manufacturing, industrial, etc…)
- Understanding of basic enterprise internal processes: Tenders, Projects, Engineering, Industrial, Sourcing, Quality and their interfaces…
- Proficient in the IT environment, particularly with financial software packages, to assist in their configuration.
- Capable of modifying Excel formulas and VBA macros, as well as Python code.
- Sufficient awareness of financial rules and contractual aspects (bonds & guarantees, …)
- Good communication skills (presentations, synthesis, relationship with contributors ...)
- Comfortable in an international and multi-cultural environment
- Fluent in English: spoken and written
