JOB PURPOSE SUMMARY:

Reporting to the Commodity Manager for IT Infrastructure services, the IT Lead Buyer will be in charge of Sourcing activities related to scopes such as:

  • Telecom
    • Mobile telephony
    • Fixed telephony
    • Unified Communications
  • Printing Managed Services and Hardware
  • Collaboration Services and Hardware

     

The successful candidate will be a key pillar in the structuring the IS&T Sourcing organization and key contributor to help increase the maturity of the department.

SPECIFIC RESPONSIBILITES OF THE ROLE:

Key Network & Links

He/she will be the primary contact within Alstom organization for IS&T department, with a strong footprint in India, and for the local Sourcing network as well as global & local vendors.

He/she will have to work closely within Alstom with:

  • IS&T Department (primary internal customer)
    • Architects, Project Managers and Operations
    • Business Partners network (local IS&T representatives)
  • Local sourcing teams spanning 60+ countries around the globe,
  • Métiers (internal customer for non-IS&T needs)
  • Finance/legal/quality teams etc.
  • Central sourcing procurement team based in Saint-Ouen, France

     

     

    Objectives

  • Source & coordinate the global spend (central + local) under his/her scope of responsibility in line with the IT department’s requirements and according to ALSTOM sourcing processes and tools
  • Optimize and decrease Total Cost of Ownership of IT purchases through strategy building contribution, negotiation, and implementation of joint action plans with the IT department and local teams

  • Proficient end-to-end contract management
  • Contribution to sourcing/IT strategies
  • Sourcing IT commodity maturity development (Alstom SMARt program)

Responsibilities

 

  • Be the central sourcing SPOC for IS&T
    • Drive central strategy and purchases with IS&T
    • Coordinate with IS&T architects, project teams, operation teams
    • Lead Suppliers governance and Business Reviews

 

  • Be the central IT Sourcing SPOC for local sourcing representatives
    • Deployment of the IS&T strategy with local teams
    • Support local teams in RFQ / negotiation / contracting …

 

  • Support CM in commodity Strategy, KPIs and maturity increase

     

     

PROFILE:  To be considered for this role, the candidate will need to demonstrate the following skills experience and attributes:    

  • Educational Degree
    • Master Degree in Engineering or Business Administration,
  • Technical & Behavioral Competencies required for the role
    • Ability to drive activities across cultures in an international environment.
    • Strong team player with good communication skills.
    • Strong analytical and negotiation skills
    • Good knowledge of Sourcing levers and processes (cost breakdown,  TCO, …) from specifications to contracting
    • Minimum 3-5 years sourcing experience
    • Speaking English and French mandatory.
