In compliance to EHS (Zero Deviation) and Regulatory standards, the Tender Installation Manager oversees the preparation of the Installation package during tender phase in coordination with Bid team and Installation department, including:

 

 

  • Work with the Central Installation & Procurement teams to establish governance for “Top” ongoing D&IS Installation bids globally.
  • Work with the Regional Installation cluster leaders to improve the reference libraries to ensure bids are accurately costed, taking account of differing installation processes & rail authority requirements.
  • Ensure “Top” Installation bids are reviewed in detail prior to submission to ensure they are of good quality, utilise established reference libraries, are competitive and all assumptions & risks are identified and fully considered within the submitted bids.
  • Work with Procurement & Regional Installation Leaders to ensure the “make or buy” strategy for Installation activities are properly analysed and the strategy is technically and commercially justified.
  • Work with the Regional Installation Leaders to consider the use of Best Cost Country Installation design within the bid. 
  • Support Regional Installation leaders and Procurement to ensure sub-contractor quotations are good quality, technical scope is requested is fully covered, hours are realistic, and the pricing is competitive.
  • Support & Challenge Regional Installation leaders to ensure internal Installation hours and costs are in accordance with best practice reference libraries. Ensure all Installation roles and activities are covered within the bid.
  • Work with the Central Installation team to ensure REX from active/past projects are considered within ongoing Regional installation bids. This includes ensuring risks and opportunities are properly considered to ensure project margin is maintained during the project execution phase.
  • Work with Supplier Quality Assurance, Procurement, and the central installation team to ensure sub-contractor performance from ongoing projects is considered during the bid phase in Regional Projects.
  • Develop and maintain a tool to calculate reference installation costs for Onboard and Wayside projects based on similar scope (per KM or per car) to identify best, average, and higher cost bids across all regional clusters. 

 

 

Mandatory:

  • Degree level or equivalent education or experiences
  • Project Management certification
  • Strong experience in preparing and reviewing installation bids
  •  
    Strong experience in INFRA, SIGNALLING and TURNKEY projectson

 

 

 

 

 

 

Desirable:

  • Strong experience on railway site management
  • Experience of management by Quality, Cost and Delivery objectives
  • Hands-on experience on Customer relationship in technical topics (for Q&A and surveys organization)

 

 

Competencies & Skills

  • Excellent interpersonal skills, working at senior and mid-management level of the company.
  • Ability to set up and chair installation bid reviews
  • Ability to prepare and communicate high level KPI and Performance and status across bids.
