PURPOSE OF THE JOB

Reinforcing the Infrastructure Bid & Costing Management Team, the mission consists in managing the Tender Sub-System QCDP commitment for the Infrastructure stand-alone and/or Turnkey Electrification bids

Deliver a winning proposal, with a defined scope, accurate QCDP commitments, in a timely manner, in line with Alstom strategy and within the defined sub-system tender budget

MAIN RESPONSABILITIES 

Key accountabilities:

 

 

Pretendering (when relevant):

Co-ordinate internal activities to identify and understand Customer's needs

Promote the Company and its product

Co-ordinate internal activities to influence Customer Specification

Ensure compliance with applicable Alstom rules & instructions

TEN-PRO-001, Code of Ethics & Compliance, EHS, Railway Safety, Quality, PMM, etc.…

Manage the Sub-System tender budget according to Tender Costs Authorization Process

Manage the sub-system tender team (if applicable)

Propose the offered solution for its sub-system

Agree with the Bid Manager, Platform(s) Solution Manager on sub-system solution

Answer to the IFQ for the scope of its Sub-system

Manage interface with bid-level teams (in charge of architecture and integration) and other Bid Sub-System teams, proposing global optimizations

Agree with the Bid Manager and Platform how gaps are addressed

Ensure opportunity watch to identify ideas/ technologies used on other projects/tenders, that may be interesting for its sub-system.

Manage QCD optimization and obtain clear commitments from different actors

Identify, analyze and evaluate QCD gaps & manage the QCD review for its sub-system

Define interfaces and allocate between actors the cost targets

Check and challenge contributor’s commitments Consolidate commitments

Prepare risks & opportunities reviews

Organize risks reviews and ensure the elaboration of mitigation plan

Prepare and maintain updated risk & savings registers,

Contribute & prepare the documentation necessary to submit to Customer

Keep records of all documentation produced for tender preparation (RFP, Q&A, Presentations, letters, contract …) and traceability until contract signature (Tender Logbook)

Upon request of Tender Leader and Bid Manager, participate to the contract negotiations for its sub-system Contribute to REX through the Win-Loss Analysis in liaison with Tender Leader and Market Pricing & Strategy Support Project Sub-System Manager in CPR0 preparation

 

Performance measurements: (OTD, QCD, Sales, PMC, Orders, Gross margin, etc.)

 

                  Provide documents in time in compliance with the tender requirements

 MAIN REQUIRED COMPETENCES

Educational Requirements

Electro mechanical, Master degree or bachelor degree

Solid knowledge for MS Project, Primavera, Autocad, Excel, Word, Power Point Fluent English

 

Desired Knowledge / Experience

Knowledgeable of ALSTOM way of working for efficient process execution

Rail infrastructure, train maintenance and/or railways depots required

3-5 years’ experience in railway project and tender knowledge of electromechanical machines and Civil work activities interface management

 

 

Behavioural Skills / Competencies

Initiative and decision minded

Team spirit approach and good communication skills

Ability to analyse/summarize

Global knowledge on the sub-system

Be able to challenge proposals to obtain optimal solutions backed with commitments

 

Technical Skills & Competencies

Basic knowledge of offered products and systems

Knowledge of financial (rules to build consolidated costs, cash curve, hedging, …), contractual (bonds & guarantees, …) and legal (obligations, penalties, …) aspects to be able to interface with internal relevant parties, and assess impacts on costing

High capability to manage efficient team working to produce the tender deliverables within a limited time period and under stressful conditions

Sense of anticipation
